Appoint new ward and commune party secretaries before August 15
Accordingly, the Standing Committees of the provincial and municipal Party Committees directly under the Central Government are currently responsible for directing the development of a project to end the activities of the old district-level and commune-level Party Committees, and at the same time establish new commune-level Party Committees.
The time of termination of activities of old party committees must be synchronized with the time of establishment and operation of new commune-level party committees.
The content of the project must closely follow the Party Charter, the viewpoints, principles and directions of the Central Committee; be clear about the functions, tasks, organizational structure, supporting staff agencies, Party organizations, affiliated public service units (if any)...
The project completion time is synchronized with the merger and arrangement of commune-level administrative units, that is, before May 15.

After approving the project, from July 1 to August 15, provincial and municipal Party Committees will establish commune-level Party Committees, appoint executive committees, standing committees, secretaries, deputy secretaries, inspection committees, chairmen and deputy chairmen of inspection committees of commune-level Party Committees for the 2025-2030 term.
Along with that, the standing committees of provincial and city Party committees establish advisory and support agencies and public service units for commune-level Party committees.
Specifically, the Party Committee of the commune and ward has established 3 specialized advisory and support agencies, including: Office, Party building committee, and Party committee inspection committee.
The Party Committee of the commune or ward where the district-level political center is located is now allowed to establish an additional political center as a public service unit of the Party Committee.
The special zone Party Committee is the direct superior Party Committee of the grassroots Party organization and is allowed to establish up to 4 advisory and support agencies, including: Office, Organizing Committee, Propaganda and Mass Mobilization Committee, Inspection Committee and Political Center, which is the Party Committee's public service unit.
Strengthening the leadership and management staff of provincial departments and branches at the commune level
Provincial and municipal Party Committees direct and arrange, assign leaders, managers, civil servants, public employees and staff of advisory and support agencies to commune-level Party Committees in the direction of basically arranging current district- and commune-level cadres, civil servants, public employees and staff to commune level.
At the same time, strengthen a number of leaders and managers at the provincial level to the commune level (if necessary).
Completion time is synchronized with the merger and arrangement of commune-level administrative units, before July 1.
The staffing of cadres, civil servants, and public employees of specialized advisory and support agencies and public service units of the new commune-level Party Committee is oriented to be about 15-17 positions. In places with political centers, the number of positions will not exceed 20 positions.
In the immediate future, more staff can be arranged, including existing district and commune Party officials and some provincial-level officials and civil servants. After completing the job position, after a maximum of 5 years, it must be implemented in accordance with the regulations of the competent authority.
For commune-level administrative units that remain unchanged and are not merged, the leadership agency shall implement Directive 45 of the Politburo: arrange staff for advisory agencies to assist in accordance with requirements and actual situations.
