Department leader impersonates driver to catch vehicle inspector's mistake
The Vietnam Register recently sent a working group led by Deputy Director Nguyen Minh Cuong to secretly pose as drivers and infiltrate local vehicle inspection units. The results showed that up to 5/14 road vehicle inspection units were found to have committed violations.

The subjects of the recent inspection included inspection units under the Vietnam Register, local Departments of Transport and inspection units operating in the form of socialisation. This "undercover" inspection was aimed at detecting violations by inspectors under the direction of the Ministry of Transport's leadership.

Mr. Nguyen Minh Cuong - Deputy Director of the Vietnam Register, Head of the delegation, said that the inspection content includes vehicle records and the implementation of the inspection process by the inspector.
“Sometimes we act as drivers and sit for hours at inspection stations to observe, record the reality, and directly collect evidence of violations by inspectors. Sometimes we inspect a unit in this province today, and then another province tomorrow. Or we inspect a station the day before, and then secretly re-inspecte a few days later. Many inspectors do not know us, so even though inspection units “secretly inform each other that there is an inspection team, we cannot deal with it,” said Mr. Cuong.
After directly inspecting the vehicles, the Inspection Team discovered 5 inspection units with violations. These are units managed by the local Department of Transport or socialized units, including: Binh Phuoc Motor Vehicle Inspection Center - 9301S, Tien Giang Motor Vehicle Inspection Center - 6301S, Long An Motor Vehicle Inspection Center - 6201S, Vung Tau Motor Vehicle Inspection Center - 7201S, Motor Vehicle Inspection Center 6004D - Dong Nai.
Many violations detected
Through inspection, it was found that the main violations were that the inspectors affixed certification stamps to trucks with cargo boxes exceeding the prescribed size, ignoring the error that the cargo boxes still had traces of being expanded (rough cuts, not smoothed, not repainted; there were stakes waiting to be able to expand the vehicle after inspection), and the wheels were not the right size.

Notably, in Long An, when re-inspecting, the inspection team discovered that several vehicles were granted certificates even though the rear leaf spring covers were missing cross bolts, the rear axle oil was dripping, the engine was leaking a lot of oil, and the wheels had broken bolts...
For passenger cars, there are also many items that do not meet the requirements but are still ignored by the inspectors such as: the front row of seats does not have seat belts, lights and signal horns do not work properly; excess or lack of seats and beds; seat cushions are not tightly attached to the frame...
Meanwhile, errors of the inspection unit are also very common. Among them, it is necessary to mention that the Inspection Centers do not store inspection images on the camera software according to regulations; the inspection staff themselves record in the signature of the person bringing the vehicle for inspection and the inspection stamp...
Along with making a record of violations against the inspector and the inspection unit, the Inspection Team forced this unit to request the vehicle owner to correct the violations for re-inspection, and only when meeting the requirements will the vehicle be granted a Certificate and inspection stamp.
“The violating units have been reported to the Vietnam Register and notified to the local Department of Transport for handling. The Vietnam Register has also requested the above registration units to meet to review and report specifically. On that basis, the Vietnam Register will propose a form of handling, including possibly suspending the operation of the unit with serious violations,” said Mr. Cuong.
Temporarily suspend the title of vehicle inspector of 5 individuals:
Yesterday (March 11), Mr. Tran Ky Hinh - Director of the Vietnam Register signed a document to temporarily suspend the title of Inspector for 5 individuals of the Motor Vehicle Registration Center 60-04D (Dong Nai province), including: Tran Duc Hoa - Director, Tran Duc Duy - In charge of line 2, Le Van Loc - inspecting stage 1, Nguyen Thanh Hai - inspecting stage 2, Nguyen Thanh Tam - inspecting the front lighting item. The Vietnam Register requested this unit to hold a meeting to review the responsibility of the violating individuals and propose strict disciplinary action.
