Leaders improve the quality of consulting and effectively implement programs and projects on socio-economic development.

…The year 2012 has passed with many difficulties and challenges, due to the deep impact of the global and domestic economic recession, natural disasters, and complicated epidemics. However, the Party Committee and people of the province have strived to overcome difficulties and achieved positive results. The province's socio-economic situation has remained stable and has grown. Attention has been paid to administrative reform, anti-corruption, and the settlement of complaints and denunciations. National defense, security, and social order and safety have been ensured. After implementing self-criticism and criticism in the spirit of Resolution 4 of the Central Committee (11th term), there have been many initial changes in the awareness of self-cultivation, spirit, attitude, and working methods of the cadres and civil servants.

That is the result of the efforts of all levels, sectors and people of the province; in which, there is a very important contribution of our Party Committee.

Over the past year, the Party Committee of the Provincial Agencies has focused on leadership and direction, achieving many positive results:

1- Has promoted the role of core leadership in implementing political tasks, improving the quality of consulting and organizing the implementation of the Party and State's policies and guidelines, programs, projects, directives and resolutions of the Provincial Party Committee, People's Council and Provincial People's Committee.

2- Grassroots party organizations in the Party Committee have paid attention to leading the implementation of administrative reforms, innovating working style, manners and methods, improving the quality and efficiency in performing political tasks of agencies and units.

3- The Party Committee has had many new features in the leadership of political and ideological education, in studying and following Ho Chi Minh's moral example, and in the movement to help disadvantaged mountainous communes, which has brought about practical results.

4- The work of building and consolidating the Party organization has been taken care of. The Party Committee has identified the key task of the year as "improving the leadership capacity and fighting strength of the grassroots Party organization, the quality of the contingent of Party members and cadres". In 2012, the quality of Party cell activities has had positive changes, and the Party Committee has no weak Party cells.

5- The Party Committee has focused on directing, disseminating and implementing Resolution No. 4 of the Central Committee on "Some urgent issues on Party building at present", with initial positive changes.

On behalf of the Provincial Party Standing Committee, I warmly commend the important achievements and results that the Provincial Party Committee of Agencies has achieved in the past year.

…In addition to the achievements, in the past year the Party Committee still had some shortcomings and limitations that needed to be overcome, namely:

1- The quality of consulting, directing, managing, operating, and organizing the implementation of political tasks in some units is still limited; not proactive, resolute, and specific in sticking to the work, industry, and locality to advise and implement, and even avoiding and pushing things away.

2- The awareness, responsibility, public ethics, administrative skills, legal knowledge, and state management of some officials and civil servants do not meet requirements, and are even corrupt and negative, causing people and businesses to complain and feel indignant.

3- Political and ideological work still lacks depth. Some Party committees have not done a good job in organizing the study and dissemination of resolutions, and have not built action programs to implement resolutions that are not linked to the situation of each grassroots Party organization. The implementation of Directive 03 of the Politburo on studying and following the moral example of Ho Chi Minh in some places is not of high quality, and many typical examples have not been built to have a widespread influence in the Party Committee, especially typical examples among leaders and managers. The implementation of the self-criticism and criticism review period according to Resolution 4 of the Central Committee (11th term) in units under the Party Committee of the Bloc in many places has not been done carefully and deeply.

4- The leadership capacity and fighting strength of some Party committees and organizations are still limited. The leadership, direction and organization of the implementation of inspection and supervision tasks by Party committees and organizations in some places are not taken seriously; the management of Party members in some places is still lax, leading to Party members violating the law and declining public ethics.

I suggest that you analyze and carefully evaluate the limitations and shortcomings, and supplement tasks and solutions to overcome them in 2013.

...2013 is an important pivotal year in implementing the Resolution of the Party Congresses at all levels, posing great requirements and demands for socio-economic development in the 5-year plan 2010-2015. However, besides the advantages and forecasts for the coming year, the world economic situation is still complicated, with many potential risks; global trade is slowly improving, growth is not much higher than in 2012; the domestic economic situation still has many difficulties; many targets after 2 years of implementation are still quite low compared to the targets set for the entire term,... Therefore, to successfully complete the targets and tasks of 2013, I suggest that the Party Committee should focus on leading the implementation of the following contents:

Firstly, the Party Committee needs to clearly recognize its extremely important role and position in implementing the Resolution of the Provincial Party Congress in the cause of socio-economic development of the province. The Party Committee of the Provincial Agencies Bloc of Nghe An is where the leadership and management agencies of the province (71 leading provincial agencies and a number of units directly under the Central Government with state management functions located in the area) are concentrated. It has the function of advising on the development of policies, mechanisms and policies for socio-economic development, Party building and the political system; at the same time, directing, managing, guiding, organizing the implementation, and putting policies, mechanisms and policies into practice. Therefore, the leadership and direction of the Party Committee and the activities of the staff and Party members have a direct impact on the implementation of the political tasks of the Provincial Party Committee and the development of the province, especially the implementation of the goals and targets set out in the Resolution of the Provincial Party Congress. Therefore, the Party Committee needs to closely follow the goals and tasks of the Resolution of the 17th Provincial Party Congress, the resolutions, directives and conclusions of the Executive Committee and the Standing Committee of the Provincial Party Committee, to focus on leadership and direction to improve the quality of consulting and organizing the implementation of policies, resolutions, directives, planning, plans, programs and projects on socio-economic development, Party building work and political system building. Further promote responsibility in consulting, building and organizing the implementation of mechanisms and policies, creating a favorable environment to attract investment, production and business, especially large programs and projects, ensuring development in the right direction, efficiency and sustainability.

Second: Be more determined and persistent in leading the implementation of administrative reform, preventing corruption and waste; focusing on reforming administrative procedures, building a team of responsible, dedicated, and competent cadres, civil servants, and public employees, improving public service ethics, and strictly handling negative practices and violations. Identifying the improvement of the effectiveness of administrative reform as a breakthrough and a key task of the Party Committee in 2013.

Third: Continue to innovate and improve the effectiveness of political and ideological education for cadres and party members, especially improving the quality of study, thoroughly grasping the Party's resolutions, rectifying the information provision and public opinion orientation regime, fighting against false information and public opinion with bad intentions; promote studying and following the moral example of Ho Chi Minh. The Party Committee Standing Committee and leaders of agencies and units must build in the Party Committee Standing Committee, leaders and managers at least one typical example of studying and following the moral example of Uncle Ho to create a spreading effect among cadres and party members.

Fourth: Further enhance the role and responsibility of Party committees and organizations in personnel work. Actively coordinate with Party executive committees and Party delegations to effectively perform the task of managing cadres and Party members, promptly correcting negative manifestations. Strengthen internal protection, inspection and supervision of cadre work at grassroots Party committees, ensuring that cadre work at agencies and units is carried out in accordance with principles, procedures, democracy, objectivity, and selecting the right people according to requirements. Detect and introduce qualified and capable cadres, especially young cadres and female cadres in grassroots Party organizations to propose for inclusion in planning, training and fostering in the coming time.

Five is: Continue to improve the leadership capacity and fighting strength of the Party organization, the exemplary vanguard role of the Party members, first of all, Party members who are leaders and managers; effectively implement the Resolution of the 4th Central Committee (11th tenure) on Party building, especially effectively implementing the tasks that need to be done immediately after the self-criticism and self-criticism review. I propose that the Party Committee develop a Resolution or Plan to strictly implement Directive 11-CT/TU of the Provincial Party Standing Committee on leading and directing the tasks that need to be done immediately after the self-criticism and self-criticism review according to the Resolution of the 4th Central Committee, in conjunction with implementing Directive 21-CT/T.U of the Central Secretariat on promoting thrift practice and combating waste; at the same time, overcome and correct the shortcomings of the Party Committee and units that have been identified through the review according to the Resolution of the 4th Central Committee. In particular, the following contents should be noted:

1- Rectify licensing, management of mineral activities, land management, and strictly handle violations.

2- Coordinate with the Party Executive Committee and Party Delegation to develop and promulgate mechanisms and regulations to immediately suspend, transfer, and strictly handle officials and civil servants who show signs of harassment, negativity, and corruption in the performance of public duties.

3- Review and rectify the implementation of policies for people with meritorious services throughout the province.

4- Focus on removing difficulties and obstacles, supporting and creating conditions for timely land allocation for large projects with high socio-economic efficiency, especially projects that require a lot of land to build stable raw material areas, such as: dairy cows, clean vegetables, processing of wood bars and MDF, extracting medicinal herbs, planting forests, planting rubber trees, etc.

5- Decentralization to Vinh City; adjustment of Vinh City's General Construction Planning.

6- Amending regulations on personnel work: Appointment, nomination of candidates; mid-term addition of Party committees; rotation of heads for two consecutive terms; attracting high-quality human resources, recruiting civil servants and public employees.

7- Rectify and improve the quality of conferences, the participants must be practical and concise, the meeting content must be truly necessary, well-prepared, the speeches must be concise and focused, overcoming the situation of long-winded and empty speeches. Launch a widespread campaign throughout the Party on building a civilized lifestyle in weddings, funerals, and festivals in a healthy and economical direction, eliminating bad customs and superstitions, rectify celebrations, groundbreaking, commencement, and inauguration ceremonies; rectify the sending of delegations to visit, survey, and learn from experiences abroad,... incorporate the content of practicing thrift and fighting waste into the monthly activities of Party cells, agencies, and units.

In the immediate future, the Party Committee needs to pay attention to leading, advising, and implementing well the activities of celebrating the Spring Festival and welcoming the Lunar New Year of Quy Ty 2013, ensuring safety, economy, and focusing on the grassroots. Organize well the visits to war invalids, sick soldiers, families of martyrs, families and people with meritorious services to the revolution, veteran revolutionaries, heroic Vietnamese mothers, outstanding intellectuals, artists, armed forces units on duty at the border, islands, compatriots in remote, isolated, and disadvantaged areas, etc. Strictly prohibit all forms of giving Tet gifts to superiors; do not use money, means, or public assets against regulations for activities during Tet and the Spring of Quy Ty.

On the basis of promoting the achieved results and overcoming the shortcomings and limitations, the Standing Committee of the Provincial Party Committee believes that in 2013, the Party Committee of the Agencies of Nghe An province will promote the tradition of solidarity, dynamism, creativity, successfully implement the goals and tasks set out in the Resolution of the Party Congress, making positive contributions to the development of the province.
