“2 in 1” project
Faced with the situation of livestock being frequently affected by epidemics, Ky Son must simultaneously solve two problems: controlling the epidemics and encouraging people to develop livestock. With the support of the Disease Management and Livestock Development Program (CDDM), after a successful pilot in Na village, Huu Lap commune, at the end of 2011, the Department of Agriculture consulted on developing and submitting to the People's Committee of Ky Son district to issue the Project on Disease Safety Management and Community-Based Livestock Development in Ky Son district for the period 2012 - 2016.

After the district People's Committee issued the project, Huu Lap, Huu Kiem, and Muong Long were selected as the three communes for implementation. Accordingly, livestock is managed according to a community-based model. At the commune level, the commune vice chairman is in charge of being the head of the committee. In addition to regular inspections, the committee is also responsible for counting and monitoring the situation of livestock "in" and "out" of the area, so the data is quite accurate. Any household that has just started raising livestock will be guided and assisted by the cooperative; when there is a vaccination or an epidemic, the community will support them...
Comrade Vi Thai Duong - Chairman of Huu Lap Commune People's Committee recalled: Previously, every 2-3 years, an epidemic occurred, causing the livestock herd to decrease by about 10%/time. The epidemic not only left many poor households penniless, but it was also very difficult for the locality to mobilize people to rebuild the herd. However, after being recognized as a disease-free facility, the commune's livestock herd increased quite rapidly, averaging 3-5% per year. If in 2012, the commune had a total herd of 2,100 buffaloes and cows, now it has increased to 2,385. Thanks to livestock development, many households have escaped poverty sustainably.
From the spread of the above method, not only the selected communes, but also other communes have increased the livestock herd rate from 5-8%/year. Chieu Luu is a commune with terrain divided into 2 regions, but the total livestock herd of the commune has developed to 3,500. Bao Nam commune with nearly 100% of the population being Khmu people, with limited conditions and knowledge of livestock raising, but the livestock herd is also over 2,500.
Forming new farming methods
The "2 in 1" project is meaningful in ensuring the sustainable development of large-scale livestock farming in Ky Son. Currently, 10 communes in the area participate in the project. Comrade Bui Tram - Chairman of the People's Committee of Ky Son district said: To implement the above project, each year the district allocates about 200 million VND to vaccinate 2 times for 100% of livestock in the area. In addition to supporting vaccination costs, the district has a policy that any household building a barn to keep livestock will receive 1 million VND in support, which has encouraged many people to participate...
Currently, with the almost basic control of the epidemic, it has created a foundation for a new direction, opening up new prospects for large-scale livestock farming in Ky Son. Some communes such as Huu Lap have issued resolutions on developing garden-pond-barn farm models, encouraging livestock farming and fruit tree planting. Chieu Luu, Muong Long... have planned to expand the area of fruit trees, and at the same time calculated to expand the area of grasslands for people to develop livestock farming to eliminate hunger and reduce poverty.
Comrade Moong Van Doan - Secretary of the Party Committee of Chieu Luu commune said: Thanks to the development of large-scale livestock farming, the commune has reduced the poverty rate from 46.2% in 2012 to 42.6% in 2013, the proportion of livestock farming accounts for over 60% of the value of agricultural and forestry production. According to the commune leader, from 2012 to now, thanks to drastic direction, the rate of vaccinated livestock is over 96% - 98%, epidemics have been eliminated, so people are confident in developing their herds. From a cautious mentality, there are now dozens of families in Xieng Thu and Luu Tien villages... raising dozens of livestock or more. Thanks to these typical examples, the commune is more confident and bold in advising superiors when supporting poor households to borrow capital, it is best to support livestock breeds to escape poverty.
People in Tay Son, Muong Long, Nam Can, and Nam Can communes choose to buy lean cows and buffaloes to keep in barns, grow grass, and feed them with concentrate for 3-4 months before selling them, earning 3-4 million VND/head. In addition to promoting local cattle farming by zoning and fattening, Ky Son also encourages people to find and expand the Mong people's chan cow breed (sports fighting cows) with high royal value (each standard cow costs from 4,500 - 5,000 USD, equivalent to 100 million VND).
According to the Resolution of the District Party Congress for the 2010-2015 term and the Project on Disease Safety Management and Livestock Development, by the end of 2015, Ky Son district strives to be recognized as disease-free; at the same time, it will have a total herd of 65,000 cattle and 35,000 pigs. After 3 years of implementation, with good control of the disease situation and large investment in the supply of breeds, Ky Son's livestock has increased by 8-9% each year, from 41,500 (in 2010), to now over 50,000, including 44,960 cows and 5,105 buffaloes; the herd of pigs reached 30,800, and nearly 7,000 goats...
Thus, with the effective implementation of the "2 in 1" project, in addition to the livestock epidemic situation in the area being gradually controlled, ensuring 100% vaccination for livestock, Ky Son is actively exploiting support resources so that people, especially poor households, have capital to invest in cattle farming, focusing on prioritizing breeds and developing indigenous livestock with high economic value; actively searching for markets; gradually forming a planning area for grass growing to develop livestock on an increasingly larger scale.
