Provincial leaders work with the Department of Labor, War Invalids and Social Affairs
(Baonghean.vn) - On March 26, the Provincial People's Committee worked with the Department of Labor, War Invalids and Social Affairs to listen to and give opinions on the results of the sector's tasks after 3 years of implementing the Resolution of the 17th Provincial Party Congress on labor, employment, meritorious people and social affairs, and directions and tasks in the coming time.

Implementing the Resolution of the 17th Provincial Party Congress on labor, employment, and meritorious people, in recent times, the Department of Labor, Invalids and Social Affairs has proactively advised the Provincial People's Committee and the Provincial Party Committee to issue documents, mechanisms, and policies to direct and implement in the province.
In 3 years (2011, 2012, 2013), the industry created jobs for 104,800 workers, of which 38,742 were exported. The labor structure shifted towards reducing the proportion of agricultural, forestry and fishery workers and increasing the proportion of industrial, construction and service workers. The unemployment rate decreased from 3.35% (2010) to 3.05% (2013). Policies for workers such as wages, social insurance, health insurance, and maternity benefits were implemented in accordance with the provisions of law.

Currently, the province has 64 vocational training facilities. Vocational training facilities and equipment are invested annually, training quality is gradually improved to meet the vocational training needs of workers in the area.
The work of caring for and nurturing wounded soldiers, martyrs' relatives, and people with revolutionary contributions has received attention and is increasingly improving in quality. Currently, the province is managing and paying regular allowances to more than 83,500 beneficiaries. The sector has also implemented social security policies well, making timely payments of policies; crime prevention has been strengthened; drug rehabilitation and prostitution prevention have been well done. Gender equality work has received attention.

In addition to the achievements in the past time, the Department of Labor - Invalids and Social Affairs still has some difficulties and shortcomings. The number of workers who have been employed has not met the actual needs; The quality of vocational training for workers is still limited; The poverty rate of the province is still high compared to the national average. There are still mistakes in the management and implementation of the regime for people with revolutionary contributions...
At the meeting, representatives of provincial departments and branches commented, evaluated and discussed the results of the implementation of the tasks of the Department of Labor - Invalids and Social Affairs in the past time, and explained the questions and recommendations of the Department regarding the fields under their charge. The delegates all affirmed that the Department of Labor - Invalids and Social Affairs has large, comprehensive functions and tasks and is directly related to many different fields, including many sensitive, complicated and difficult fields. The sector needs to continue to implement social security policies well, especially policies related to people with meritorious services to the revolution such as resolving the regime of youth volunteers, Vietnamese Heroic Mothers, issues related to social insurance for workers, health insurance for subjects such as poor and near-poor households, etc.

Concluding the working session, Comrade Nguyen Xuan Duong - Chairman of the Provincial People's Committee acknowledged and highly appreciated the results achieved by the Department of Labor, War Invalids and Social Affairs in the past time. He noted some shortcomings and limitations that the sector needs to overcome, and requested the Department of Labor, War Invalids and Social Affairs to closely follow the projects, programs and plans of the Provincial People's Committee and the Ministry of Labor, War Invalids and Social Affairs for implementation; Focus on completing the targets assigned by the Province and the Ministry of Labor, War Invalids and Social Affairs. Develop a plan to implement the project under the action program to implement Resolution 26 of the Politburo on Nghe An; Strengthen the management and direction of vocational training for workers; Re-evaluate the effectiveness of vocational schools to re-plan the appropriate vocational training network, focusing on improving vocational quality, linking vocational training with employment; Focus on directing the improvement of the working environment in enterprises; Fully and promptly implement policies and regimes for people with meritorious services; Strengthen the management of social protection centers; Re-evaluate the effectiveness of drug rehabilitation centers for appropriate re-planning; Coordinate with relevant agencies to end the situation of children, the elderly, and the disabled begging in public places; Pay attention to implementing well the work of child protection, gender equality, etc.

Regarding some recommendations of the Department of Labor, War Invalids and Social Affairs, the Chairman of the Provincial People's Committee responded in turn and requested provincial departments and branches to coordinate with the Department of Labor, War Invalids and Social Affairs to resolve the recommendations of the branch.
