During a working trip to Laos for talks and the signing of a handover agreement to bring the remains of Vietnamese volunteer soldiers and experts who died in Laos back to Vietnam for burial - the second phase of the 2012-2013 dry season, during the Bunpimay New Year week, the traditional New Year of the Lao people, on the morning of April 22nd, in Xieng Khouang province - Lao People's Democratic Republic - on behalf of the provincial leadership, Comrade Le Xuan Dai, member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and head of the Special Task Force of Nghe An province, visited and extended New Year greetings and gifts to the Party Committee and government of Xieng Khouang province.

Welcoming the delegation were Professor Dr. Somkot Mangnomek - Member of the Central Committee of the Lao People's Revolutionary Party, Secretary and Governor; and Duongchit Changxay Vang - Member of the Standing Committee of the Provincial Party Committee, Deputy Governor of Xieng Khouang Province.

During the Lunar New Year celebrations, Vice Chairman of the People's Committee of Nghe An province, Le Xuan Dai, conveyed the New Year greetings of the Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province, Dr. Ho Duc Phoc, to Professor Dr. Somkot Mangnomek, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee and Governor of Xieng Khouang province; wishing the entire staff and people of Xieng Khouang province a new year filled with health, happiness, and great achievements in the province's socio-economic development.

Comrade Le Xuan Dai emphasized the role of cooperation and synchronized coordination between the leaders of the two provinces and the two Special Working Committees of Nghe An and Xieng Khouang in ensuring security along the border, and in cooperating to create favorable conditions for the Nghe An Provincial Military Command's team to successfully complete the plan to search for and exhume the remains of Vietnamese volunteer soldiers and experts who sacrificed their lives for the noble international mission in Laos during the 2012-2013 dry season and subsequent years. Both sides also exchanged information on the socio-economic development and national defense and security situation of the two provinces in 2012.

On behalf of the leaders of Xieng Khouang province, Professor Dr. Somkot Mangnomek - Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, and Governor of Xieng Khouang province - expressed sincere gratitude for the valuable sentiments that the leaders and people of Nghe An province have always shown special attention to Xieng Khouang province. On this occasion, through the special delegation from Nghe An province, the Secretary of the Provincial Party Committee and Governor of Xieng Khouang province, Somkot Mangnomek, also sent his best wishes to the leaders of the province, to the Party Committee, the government, and the people of Nghe An province - the homeland of President Ho Chi Minh.
