Contract workers replace 30% of "idle civil servants"?

Mr. Long also does not rule out the possibility that the agency has recruited enough people, but due to increased work, the agency must recruit more people.

“Because they are already on the payroll, it is difficult to dismiss even those who are not capable of doing their jobs. Therefore, the agency may have to sign additional labor contracts with other people to replace the “useless civil servants,” Mr. Long expressed his opinion.
The Deputy Head of the Propaganda Department of the Hanoi Party Committee said that one of the limitations of the payroll system is that "it is difficult to eliminate people who cannot do their jobs". In addition, civil servants who are on the payroll have a sense of security and a secure position.
According to Mr. Long, developed countries in the world do not use the payroll system, but instead implement labor contracts. The employer must fully implement the regime and policies for employees such as salary, bonus, insurance... However, if the employee does not meet the job requirements, the contract will be terminated immediately.
"By doing so, we avoid the "sure footing" mentality, forcing civil servants to make efforts, try hard, and be creative in their work," said Mr. Long.
