In addition, it assists the Prime Minister in coordinating the activities of ministries, ministerial-level agencies, government agencies and localities in developing and applying nuclear energy and implementing the nuclear power development program.

At the same time, cooperate with international organizations and countries with experience in the field of nuclear energy; organize practical surveys, discuss and collect opinions from domestic and foreign experts and scientists on important issues related to the development and application of nuclear energy.

The Chairman of the Council is the Minister of Science and Technology. The members of the Council work part-time.

The Department of Atomic Energy under the Ministry of Science and Technology is the standing body of the Council, responsible for assisting the Council in preparing work programs, work plans and ensuring material facilities for the Council's activities.
