Restore traffic order in Vinh City
(Baonghean.vn)Faced with the complicated situation of traffic safety violations in the province, the provincial police have established three special task forces to handle traffic safety violators, especially those with signs of criminal offenses of illegally carrying weapons.
Following the lead of Task Force No. 1 led by Lieutenant Colonel Nguyen Thanh Tho (Deputy Head of Vinh City Traffic Police), on the night of the launch on October 20, we recorded many cases of traffic law violations that were arrested. Within just 4 hours (from 8-12pm), Task Force No. 1 handled 52 violations, confiscated 22 motorbikes, 30 driving licenses, and imposed an administrative fine of 30 million VND. Most of these cases were mainly young people aged 27 and under, all of whom committed violations such as: not wearing helmets, carrying more people than the prescribed number, not having vehicle papers... In particular, many cases, when discovered, disregarded the danger to themselves and other road users, and fled at high speed. In some cases, when their vehicles were taken to the processing point, they cursed and fought back against the officers on duty.

At around 8:30 p.m., when the task force was patrolling in front of the provincial post office, they discovered 4 subjects riding a motorbike, all without helmets. The task force immediately sped up to chase them, and when they reached the section in front of the provincial Cultural and Information Center, they were able to approach the subjects' vehicle. Being approached, the subjects tried to increase the speed to escape, but at that time, Lieutenant Colonel Nguyen Thanh Tho's vehicle overtook them, forcing them to comply with the order to stop. Despite the clear violations: carrying more people than the prescribed number (4 people), not wearing helmets, and not having a driver's license, the subjects still showed an uncooperative attitude, and even made up many reasons to deny their crimes. After that, team leader Nguyen Thanh Tho assigned 2 comrades to escort the violators' vehicle to the headquarters for handling, while he and 2 other vehicles continued on their way.
With the task of strengthening traffic control patrols, the 3 working groups are divided into 3 shifts, taking turns operating in the city. Each shift always has 2 groups operating at the same time (1 group is off).
After accompanying Task Force No. 1 to patrol and control traffic on the night of the launch, on the morning of October 21, we continued to follow Task Force No. 3 led by Major Le Hong Son (working at the Road and Railway Traffic Police Department) to have a more specific view of the traffic safety violations. Although it was daytime, the traffic safety violations were still very complicated. The task force discovered and punished many cases of students from universities, colleges, and high schools in the area. In particular, through checking traffic violations, the task force also discovered many subjects with signs of criminal violations.
At about 9:20 a.m. on Ho Tung Mau Street (Vinh City), the working group inspected a motorbike with license plate 37M1-5257 driven by Luu Tran Anh (born in 1993, residing in Block 23, Hung Binh Ward, Vinh City), carrying Le The Hao (born in 1993, residing in Yen Phuc Block, Hung Binh Ward, Vinh City), violating the rules of not wearing a helmet, not having a vehicle registration, and not having a rearview mirror. Upon inspection, 9 pink pills, suspected to be synthetic drugs, were discovered in the trunk of the motorbike. The working group immediately escorted the subject to the headquarters for handling and reporting to superiors, transferring the file to PC45 for verification and appraisal of the evidence.
Or at 8:20 a.m., while patrolling on Ho Tong Thoc Street (Vinh City), 3 subjects were discovered riding a Wave motorbike with license plate 37M2-9628, one of whom was not wearing a helmet. Immediately, the task force followed and saw someone wearing a traffic police uniform, so the three subjects accelerated and ran away. At this time, one of the task force's vehicles immediately overtook the vehicle, another approached from the side, and the other followed, forcing the three subjects to stop. Upon inspection, the driver confessed that his name was Phan Hong Thang (residing in Vinh Thinh block, Dong Vinh ward, Vinh City, currently a student at Vinh University). In addition to carrying more people than the prescribed number, one person not wearing a helmet, Thang also violated the law by not having a registration certificate, not having a driver's license, and also disobeying the order to stop by the authorities.
Lieutenant Colonel Nguyen Duy Dong (Deputy Head of the Road and Railway Traffic Police Department, Provincial Police) said: Plan 212 of the Provincial Police, and the establishment of 3 special working groups to conduct a pilot patrol and control continuously for 20 days in Vinh City is not outside the purpose of restoring order and traffic safety, which is currently very chaotic and complicated. These groups were established based on the coordination of 3 forces: Traffic Police, Criminal Police and Mobile Police. Each group consists of 11 comrades wearing uniforms on official vehicles and plain clothes on personal vehicles, equipped with support tools, walkie-talkies... After a few days of launching, this activity has brought quite positive results, the working groups have covered the entire city, with a very high working intensity. We believe that in the coming days, with the efforts of the special working groups, we will continue to bring about effectiveness in ensuring traffic safety and order, creating the premise for expansion throughout the province.
After 3 days of implementing Plan 212 of the Provincial Police, 3 special working groups, including Traffic Police, Criminal Police, and Mobile Police, organized 13 patrols and control shifts, with 141 officers and soldiers participating. 421 cases of traffic safety violations were recorded, including 3 passenger cars, 3 cars and 415 motorbikes. The total number of violating vehicles was 326, 151 cases were temporarily detained, and 31,480,000 VND was fined on the spot. |
