During this time, a man named Loi and Mrs. Bia, residing in Chau Thon commune, Que Phong district, frequently called Va Y Xi and Va Ca Rieng. The content of the above conversations was aimed at promising to help the girls find jobs, easy jobs or work in companies with high income.

On August 1, 2014, Va Ca Rieng asked to go to Chau Thon commune, Que Phong district to sell bo bo. But after more than a day, the family did not see Rieng return, so they contacted her by phone and learned that she was in Quang Ninh province. On August 3, 2014, they could no longer contact Rieng, so the family called Mr. Loi and he said that Rieng had gone to China, and since then the family has not received any information about their daughter.

Since then, the above information has been analyzed, evaluated, verified by Border Guard detectives and it has been found that human traffickers have switched to a new method of operation: using the phone to contact, promise, and directly entice girls to go to work far away. Then, instruct the victims to go to the agreed address by themselves. This new method of operation has caused many difficulties for the authorities in preventing, detecting, and arresting criminals.

Continuing to monitor, on October 27, 2014, the Border Guard reconnaissance force received information that there were two strange women speaking with a Northern accent (name unknown), who frequently called to entice and entice girls to work in China. Through verification, the reconnaissance force discovered that they often enticed: Ly Y Bi, born in 1979, residing in Huoi Moi village; And Y Kia, born in 1982, residing in Huoi Moi village and Va Y Xi, born in 1986, residing in Muong Long village, both in Tri Le commune, Que Phong district, Nghe An province (Xi is the older sister of Va Ca Rieng, who went to China).

The above information was quickly verified by the PCTPMT detectives and the Tri Le Border Guard Station (Nghe An Border Guard) to clarify. And from here, the signs of a human trafficking ring across the border were revealed. From the above developments, the Tri Le Border Guard Station Command reported to the PCTPMT Department, Nghe An Border Guard Command to propose establishing a special project codenamed "338L" to fight.

On October 30, 2014, Kim Son town, Que Phong district "welcomed" 2 women from the North under the guise of tourism and visiting relatives. The detectives identified 2 subjects from the North who came to Que Phong to carry out the act of enticing and luring the 3 victims mentioned above to go to China. They also showed themselves to be very "cunning" when they only contacted by phone and did not meet the victims. On November 7, 2014, using professional measures, the detectives verified the background of the 2 subjects: Giang Thi Ve, born in 1987, residing in Phong Hai town, Bao Thang district, Lao Cai province and Sang Thi Quy, born in 1992, residing in Ban Me commune, Simacai district, Lao Cai province, who were present in person at Kim Son town, Que Phong district. They continuously contacted the girls to get them to agree to go to work in China. They generously promised that if they went, each person would receive a "bribe" of 30 million VND.

According to the detectives participating in the project, the subjects operate very sophisticatedly and professionally, and their tricks often change, so the detectives have to work very hard to track their movements.

After the 3 girls agreed to go with them, at around 8:00 a.m. on November 9, 2014, the 3 girls were instructed by them to get on a car running from Que Phong to Vinh, following their instructions over the phone. Immediately after that, they asked the 3 girls to get off the car to buy new clothes and shoes for the 3 victims. With just this action, the subjects achieved 3 goals: the girls were brought and dressed in new clothes and shoes, which would make them excited and confident to follow them, and the girls had just changed their appearance to make it easier to fool the authorities. At 11:00 a.m. the same day, they and the girls had lunch, rested and continued to "walk around" to monitor whether the authorities were following them or not. After the girls changed into new clothes and checked their "goods", both subjects agreed to only take Va Y Kia and Va Y Xi, but not Ly Y Bi because they considered her "old".

Waiting until 5:30 p.m. the same day, feeling that things had calmed down, they agreed to give the two victims 2 million VND for travel expenses and boarded the bus on the Que Phong - Hanoi route. The task force analyzed and determined that the opportunity to solve the case had come, so they ordered the forces participating in the investigation to take action.

At 6:30 p.m. on November 9, on National Highway 48, passing through Dan village, Tien Phong commune, Que Phong district, the crime prevention force of Tri Le Border Guard Station (Nghe An Border Guard) coordinated with professional teams of Que Phong district police to inspect a passenger bus with license plate number: 37B 0166 running on the Que Phong - Hanoi route.

The joint force arrested two subjects: Giang Thi Ve, born in 1987, residing in Phong Hai town, Bao Thang district, Lao Cai province and Sang Thi Quy, born in 1992, residing in Ban Me commune, Simacai district, Lao Cai province, who were on the journey of "recruiting people" across the border. At the same time, the functional force also rescued two victims: Va Y Kia, born in 1994, residing in Huoi Moi 1 village, Tri Le commune, Que Phong district and Va Y Xi, born in 1996, residing in Muong Long village, Tri Le commune, Que Phong district, to return to their families.

At the authorities, the sophisticated "recruitment" behavior of the subjects was "exposed" by the detectives. Giang Thi Ve and Sang Thi Quy both confessed that they were on their way to take the two victims to the northern border area to sell them to China when they were discovered and arrested.
