"Use the people to mobilize the people"
(Baonghean) - After 32 years of serving in the army, comrade Nguyen Van Canh returned to his hometown and was elected to hold the position of Secretary of the Tan Tien hamlet Party Cell, Hung Tien commune (Nam Dan). Thanks to his good performance in mass mobilization work, knowing how to choose typical examples and using people to mobilize people, the Tan Tien hamlet Party Cell has improved its leadership capacity, from a weak Party Cell to a strong Party Cell.
In 2012, when comrade Nguyen Van Canh took on the task of Party cell secretary, Tan Tien hamlet was considered a weak unit of Hung Tien commune (Nam Dan). The internal Party cell was disunited, the people's trust was reduced, as shown by the fact that the Party cell congresses of the hamlet for the 2012-2015 term failed to elect a Party committee. The implementation of local political tasks, especially the participation in tax and fund contributions, did not meet the target. In such difficult circumstances, after being elected as Party cell secretary, comrade Nguyen Duc Canh determined to build Tan Tien hamlet into a comprehensively strong unit of the commune. The first thing that Tan Tien hamlet Party cell implemented was to step up the direction of production development, improve the quality of life for the people, thereby creating motivation and conditions to build a common movement of the hamlet. And the "breakthrough" that is of interest is to increase rice productivity, create productivity and rice output, both to serve the food needs of the people and to promote livestock development, improving people's income.

Through practical research, due to the hamlet's rice production area being at the end of the water source, the irrigation system was silted up, limiting the irrigation capacity, reducing rice productivity; this was clarified by the Party cell secretary, together with the people and mobilizing the people to go to the fields to dredge and clear the canals. Because mobilizing the people to do public service work was something that had never been done before, the secretary himself, together with the hamlet chief and the head of the hamlet's Front Committee, each assigned a route to mobilize the people to do it. Along with that, closely following the commune's production plan to direct the people, increasing the productivity of all crops.
When the first work was successful, with rice in the barns and corn and potatoes in the yard, Secretary Canh went to each house to propagate and mobilize people to invest in livestock development. To change people's habits from traditional farming to semi-industrial farming, Secretary Canh himself built 20 chicken coops for poor households and instructed people to raise chickens in captivity from hatching to commercial chickens. From a few households that did it effectively, the new method was expanded to the whole village. Ms. Nguyen Thi Binh is one of 20 households that Secretary Canh built chicken coops and instructed them on how to raise chickens. From a poor family, she now has about 150 free-range chickens, 10 pigs and also raises cows and geese. Ms. Binh shared: "Before, we raised them freely, so sometimes the chicks did not have time to grow up before they were taken away by rats or died of disease, leaving only 2-5 chickens in the brood. Now, by keeping them in cages and controlling diseases, my family's chicken flock is growing more and more, bringing in a significant source of income." In addition to farming and raising livestock, Secretary Canh and the Hamlet Executive Committee have also encouraged people to promote service development. Currently, in Tan Tien Hamlet, there are 5 households opening grocery and fertilizer services; 5 households have purchased tillage machines and combine harvesters; 5 households are in the automobile transportation business...
When the economic conditions of the people improved, Secretary Canh and the hamlet executive committee discussed and encouraged people to contribute labor and money to build traffic infrastructure, cultural houses, and hamlet stadiums. Mobilizing people to build a cultural house in Tan Tien hamlet was also very special with the initiative that the Party cell secretary launched the movement "Ten chickens to build a cultural house". And after 6 months of launching, 100 households raised chickens to support the construction of a cultural house worth 350 million VND, and the Tan Tien hamlet cultural house is the most beautiful and spacious cultural house in Hung Tien commune. With more experience from mobilizing people, Secretary Canh knew how to choose typical examples, taking the poorest and most difficult households to influence and do it first, from there convincingly mobilizing the whole population to support. Thanks to that, from Tan Tien hamlet having 12 poor households (in 2012), now there are only 2 poor households.
Sharing his experience in mass mobilization work, Secretary Nguyen Van Canh said: "To effectively mobilize the people, it requires the ability to "mobilize the people skillfully" with a sense of responsibility, enthusiasm and impartiality, creating trust among the people, then everything is easy to do". Comrade Canh has gathered and built solidarity, improved the leadership capacity and fighting strength of the Party cell. He himself is always exemplary, taking the lead in movements in residential areas, at the same time doing a good job of mass mobilization, propaganda and mobilizing people to carry out local movements from economic development, building cultural life, implementing village conventions and regulations and building new rural areas".
