Take public satisfaction as a measure of public ethics

(Baonghean.vn) -This morning, January 15, the Provincial People's Committee held a conference to summarize the government's mass mobilization work in 2012 and deploy tasks for 2013. Comrade Le Xuan Dai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the conference.

Last year, implementing Directive 18/2000/CT-TTg of the Prime Minister, Directive 42/2011/CT-UBND on strengthening mass mobilization work, the Provincial Steering Committee issued the Plan on mass mobilization work of the government in 2012, Official Dispatch No. 6659 on disseminating the article "Mass mobilization" by Uncle Ho; the movement to build skillful mass mobilization models has received attention from localities and provincial departments and branches. There have been 518 skillful mass mobilization models built in the fields of production, economic development, hunger eradication and poverty reduction, implementation of democratic regulations, administrative reform and building cultural life in residential areas.

Administrative reform has made much progress, administrative procedures are carried out quickly in a direction that benefits people and businesses. The one-stop mechanism in the area continues to be maintained. Currently, the whole province has 25/25 departments and branches; 20/20 urban districts and 456/480 commune-level units implementing the one-stop mechanism, one-stop mechanism. Regarding the implementation of grassroots democracy regulations, state agencies continue to effectively implement Directive 30 of the Politburo, in order to continue reviewing and simplifying administrative procedures; linking the implementation of grassroots democracy regulations with socio-economic development, national defense and security.

The reception of citizens and the settlement of complaints and denunciations have been scientifically developed. By October 2012, state administrative agencies at all levels in the province had received 4,492 citizens coming to make complaints, denunciations and recommendations, a decrease of 3.5% compared to the same period in 2011. The implementation of the program of going to the grassroots by civil servants has been focused on, thanks to which cadres understand the people, are closer to the people, respect and are more responsible to the people. There are 84 units that have received support for 88 disadvantaged communes.

Speaking at the summary meeting, comrade Le Xuan Dai acknowledged the results achieved, however, he also noted that there are still shortcomings such as some civil servants still harassing people and businesses. The government and civil servants have not fully understood the work of mass mobilization, propaganda work in some places is not practical, the quality of cadres going to the grassroots has not achieved the desired results, they have not advised and proposed to help businesses solve problems, they have gone to many places but the results are not high. He hopes that in the coming year, the Steering Committee will have to do better propaganda, and at the same time, it is necessary to take people's satisfaction as a measure of public service ethics. In addition, it is necessary to create conditions for people to monitor and criticize, thereby doing a good job of being close to the people, listening to what people say, speaking so that people understand.
