Seeking comments on the Draft Law on Complaints and Law on Denunciation
(Baonghean.vn)On the morning of September 27, the Nghe An National Assembly Delegation coordinated with the Provincial Inspectorate to collect comments on the draft Law on Complaints and the Law on Denunciations. Comrade Pham Van Tan, Deputy Head of the Provincial National Assembly Delegation and Comrade Nguyen Chi Nham, Chief Inspector of Nghe An Province co-chaired the meeting.
At the conference, there were 13 opinions representing the Inspectorate, Home Affairs, Bar Association, Lawyers Association and Provincial Fatherland Front Committee contributing to the two draft laws. In general, the opinions focused on requesting the Drafting Committee and the National Assembly to clarify the new contents and increase the effectiveness of the adjustment and application of these two laws compared to the Law on Complaints and Denunciations. Specifically, the Draft Law on Denunciations needs to clearly state the supervisory role of agencies and organizations in managing and supervising the work of handling denunciations, regulations on funding when the address of the denouncer is too far away or the denounced person has died; add a time limit for resolving denunciations due to their complexity, need to collect and supplement more documents and evidence than complaints; remove the reward for the denouncer from the measures to restore rights after the results of verifying denunciations...
Regarding the Draft Law on Complaints, delegates proposed to clearly stipulate: how to handle complaints when citizens still complain after the second settlement; how to notify the results of complaint settlement by announcing part or all of the decision;What is a mass complaint (whether there is a disorderly or disorderly mass complaint); what are the manifestations of obstruction and suppression of the right to complain; when an authorized officer goes to verify a complaint or denunciation and is obstructed by the subject, how is the time limit for settlement calculated (must be longer than 30 days) so that the settlement agencies themselves do not violate the time limit... The above contents have been received, compiled and revised by the Provincial National Assembly Delegation to be presented at the next National Assembly session.
