Consulting on the draft project to develop Hoang Mai and Dong Hoi Industrial Parks

(Baonghean.vn) - On the morning of January 11, the Provincial People's Committee held a meeting to collect opinions from departments, branches and sectors on the draft project and outline to build a mechanism for developing Hoang Mai and Dong Hoi Industrial Parks to enjoy investment incentives associated with Nghi Son Economic Zone (Thanh Hoa).

Attending were representatives of the Department of Economic Zones (Ministry of Planning and Investment), Central Institute of Economics. Comrade Nguyen Xuan Duong, Chairman of the Provincial People's Committee chaired the meeting.

Overview of the meeting

On July 30, 2013, the Politburo issued Resolution 26-NQ/TW on the direction and development of Nghe An province until 2020. In which, an important content is to, together with Thanh Hoa province, promote the development of the South Thanh - North Nghe region, focusing on building Hoang Mai and Dong Hoi industrial parks associated with Nghi Son economic zone.(is one of the 5 key economic zones of the country).

On November 22, 2013, the Provincial People's Committee issued Document No. 8386/UNMD-CN to the Prime Minister requesting approval to adjust and expand Nghi Son Economic Zone to apply investment incentives to Hoang Mai and Dong Hoi Industrial Parks of Nghe An province. On December 19, 2013, the Government Office issued Document No. 1078/VPCP-KTN notifying the opinion of Deputy Prime Minister Hoang Trung Hai assigning the Ministry of Planning and Investment to preside over, review, and study the proposal of Nghe An province to report to the Prime Minister.

The Management Board of the Southeast Economic Zone has coordinated with the Central Institute of Economics to develop a Project to expand Nghi Son Economic Zone. At the meeting, the consulting unit, the Central Institute of Economics, presented two options. The first is to request the expansion of Nghi Son Economic Zone towards Nghe An Province, including Hoang Mai and Dong Hoi Industrial Parks so that these Industrial Parks can enjoy investment incentives like Nghi Son Economic Zone. The second is to directly submit to the Government to allow Hoang Mai Industrial Parks to enjoy incentives like Nghi Son Economic Zone.

At the meeting, representatives of departments, branches and sectors frankly and responsibly presented their opinions on advantages and disadvantages in order to choose the most suitable and effective plan. Issues surrounding the project name, organizational model, management... were frankly discussed by representatives of the Department of Economic Zones (Ministry of Planning and Investment).

After listening to the opinions, comrade Nguyen Xuan Duong concluded: This is an important task and has a great decisive effect on the economic development process of the province in order to concretize Resolution 26 of the Politburo. In order for the project to be completed soon, it is recommended that the consulting unit, the Central Institute of Economics, supplement and complete the project and outline as fully as possible. The Provincial People's Committee will work and ask for opinions from the Provincial Party Committee Standing Committee to create unity in direction, orientation, and consensus to complete the project and outline before submitting it to the Prime Minister for consideration.
