Consulting on the Draft Law on Plant Protection and Quarantine

(Baonghean.vn) -Continuing the program of collecting opinions on draft laws expected to be passed at the 6th session of the 13th National Assembly, on the afternoon of September 6, the Nghe An National Assembly Delegation continued to collect opinions on the draft Law on Plant Protection and Quarantine. Comrade Pham Van Tan - Provincial Party Committee member, Head of the Nghe An National Assembly Delegation chaired the conference.

ProjectThe Law on Plant Protection and Quarantine has 5 chapters and 77 articles. At the conference,There were 10 comments contributing basic opinions in agreement with the draft project.Law on plant protection and quarantine. The name should be changed to Law on Plant Protection. This law regulates activities to prevent and control harmful organisms on plants; plant quarantine; and management of plant protection drugs.

The issue that many delegates commented on is that the specialized agency for plant protection and quarantine, including the current model and system of plant protection and quarantine agencies, is appropriate, and that no more agencies or organizations should be expanded. In order for the current apparatus to operate effectively, some delegates suggested that the position of Head of the District Plant Protection Station should become a civil servant, because this is the head of a public service unit; at the same time, when arranging staff in charge at the commune level, a part-time plant protection officer should be arranged, avoiding the current situation of one person having many roles, being an agricultural officer, agricultural extension officer, veterinary officer, including plant protection officer.

Regarding the rights and obligations of pesticide production facilities, the obligation to organize the treatment of post-production packaging and non-recyclable collected pesticides should be added. Delegates also commented on the list of pesticides that can only be used in Vietnam's permitted list in all cases, and at the same time, the illegal transportation of pesticides should be prohibited. The principles of using pesticides must ensure the correct drugs, methods, dosages, and times, limit environmental pollution, and ensure safety for producers and users. It should not be regulated in a general way as the "4 rights" process. The draft law should also stipulate the responsibility of the State management agency for pesticides, avoiding the situation of not taking responsibility in this field....

At the conference, delegates also contributed comments on some terms to ensure accuracy and practicality.
