Seeking comments on the draft Law on fees and charges

(Baonghean.vn)- To prepare for the 10th session of the 13th National Assembly,On the afternoon of September 15, the Provincial National Assembly Delegation held a conference to comment on the draft Law on Fees and Charges.Comrade Pham Van Tan - Head of the Provincial National Assembly Delegation chaired the conference.

Comrade Thai Thi An Chung - Deputy of the Provincial People's Council's Legal Committee suggested that regulations should be made to exempt and reduce fees for poor households.

The Draft Law on Fees and Charges, consisting of 6 chapters and 25 articles, is one of 16 Laws to be discussed and approved at the upcoming 10th session of the 13th National Assembly. This Law has been discussed by National Assembly deputies in groups and halls, and the National Assembly Standing Committee has received and directed revisions. Based on the 13 groups of revised issues, the deputies basically reached a high consensus.

At the conference, many opinions of delegates contributed to the draft such as: For some types of land use rights fees, construction permit fees should be decentralized to the provincial People's Council to regulate and manage. The issue of vehicle parking fees should be left to the market to self-regulate, the state should not manage. For street sidewalk usage fees, they should not be collected to ensure security and order. In addition, some small fees and charges such as library fees, or licensing fees for foreign workers should not be collected because they are very small in the locality. For appraisal fees for licensing and certification of agricultural, forestry and fishery materials, they should be removed to encourage agricultural production.

The representative of the Office of the Provincial National Assembly Delegation proposed to shorten administrative procedures when paying fees to reduce inconvenience for people.

Representatives of Nghe An Tax Department proposed to decentralize some types of fees and charges prescribed by the Provincial People's Council.

In addition, some delegates suggested that some categories should be added to the regulations on environmental fees. Delegates suggested that it is necessary to shorten administrative procedures when paying fees and charges to reduce inconvenience for people, and that it is necessary to consider types of fees and charges that can be exempted or reduced for poor households.
