Consulting on amendments and supplements to regulations in the customs field
(Baonghean.vn) - In order to protect the legitimate rights and interests of the business community operating in the field of import and export, the Vietnam Chamber of Commerce and Industry, Nghe An branch, organized a workshop to collect comments on the Decree amending and supplementing the fields of import, export and customs procedures on the morning of October 8, in Vinh city.
Decree 08/2015/ND-CP was issued by the Government and put into effect in March 2015, creating a legal basis for implementing modern customs operations based on the principle of applying risk management; post-clearance inspection was strengthened; application of information technology and modern equipment in professional activities was expanded; electronic customs clearance was deployed at all customs departments.

The National Single Window and ASEAN Single Window have been initially implemented, creating a new turning point in customs modernization. At the same time, ensuring that the requirements for reforming customs administrative procedures continue to be comprehensively implemented, such as simplifying customs dossiers and unnecessary documents.
However, in addition to the achieved results, the implementation of the provisions in Decree 08/2015/ND-CP has also shown certain difficulties that need to be resolved to ensure administrative reform, trade facilitation, and compliance with international practices such as the issue of transit goods or specialized inspection activities.

From the difficulties in the implementation process, at the workshop, representatives of import-export enterprises, tax departments, and customs departments in Nghe An and Ha Tinh participated in discussions and contributed opinions to the Draft Decree amending and supplementing Decree 08/2015/ND-CP.
Opinions focused on solutions to handle and remove obstacles related to the field of classification of import and export goods; customs value; customs procedures for processed and manufactured goods for export; sending customs officers abroad to collect and process customs information, etc.

Also at the workshop, representatives of participating units continued to give opinions on the Circular amending and supplementing a number of articles of Circular No. 38/2015/TT-BTC dated March 25, 2015 of the Ministry of Finance regulating customs procedures, inspection, supervision, import tax and tax management for imported and exported goods.
