Registration fees in Nghe An province lost more than 140 billion VND

At the conference, delegates listened to the report on the implementation results of the Notice of Conclusion of the Provincial People's Committee Chairman at the meeting of the second quarter of 2017; Report on the implementation of the socio-economic development plan, national defense and security; The implementation of basic construction; State budget estimates and administrative reform work in the third quarter, tasks and solutions in the fourth quarter of 2017.

Economic growth rate reached over 7%

In the first 9 months of 2017, the total product in the province (GRDP) is estimated at 50,756 billion VND, up 7.6% over the same period in 2016; budget revenue is estimated at 8,551 billion VND, equal to 73.8% of the estimate, up 14% over the same period; budget expenditure is 15,415 billion VND, equal to 72.8% of the estimate.

Although the weather in the first 9 months of the year was unfavorable and pests and diseases occurred on a large scale, thanks to good implementation of preventive measures, proper care according to technical processes, and introduction of high-yield, good-quality varieties into production (mainly pure rice varieties)... the rice crop was a bumper crop.

Up to now, the whole province has 156 communes meeting 19/19 new rural criteria (of which 152 communes have decisions to meet new rural standards; 4 more communes are completing their dossiers).

After listening to the reports, the delegates gave their opinions, analyzed the difficulties and limitations, and proposed solutions to overcome them in implementing the socio-economic tasks. Chairman of the Provincial People's Committee Nguyen Xuan Duong assessed and directed a number of issues. That is, the economic growth rate in the first 9 months, although improving, is still lower than the set plan (the plan was 8-9% but only reached over 7%); Business activities in the province still face many difficulties (according to the data of the first 8 months of 2017, 724 businesses have closed their tax codes);

Some key industrial products produced in the first 9 months decreased compared to the same period last year and did not ensure the planned progress; The province focused on directing key projects, but some projects still did not meet the set progress requirements...

Budget collection has not met requirements

In particular, the progress of state budget collection has not met the requirements, lower than the progress of the estimate assigned by the Provincial People's Council; some revenue items account for a large proportion such as: Revenue from centrally managed enterprises, Revenue from non-state-owned industry, trade and services, registration fee collection and it is expected that it will be difficult to complete the assigned estimate.

"The registration fee has decreased sharply due to the decrease in the number of new cars sold, people are expecting the import tax rate on cars to decrease to 0% in early 2018 and the number of cars in the province is relatively saturated" - Vinh city leader said.

Regarding this issue, the Director of the Department of Finance - Mr. Nguyen Xuan Hai said that this year the plan to collect registration fees is 730 billion VND, but currently only 444 billion VND has been collected, by the end of the year there is a possibility of a revenue shortfall of about 140 billion VND. If we do not focus on solutions to recover tax debts and strengthen solutions to collect budget, budget expenditure activities will face difficulties and salary arrears.

This is a common difficulty of localities. At Hung Nguyen, the Chairman of the People's Committee of this district also said: up to now, the budget revenue in the area has reached 71% of the annual plan estimate, but the collection of registration fees is low. In 2017, 33 billion VND was assigned, but the revenue was short about 17 billion VND due to lack of sources to collect. Accordingly, balancing the budget revenue and expenditure will be difficult.

Urge to promote growth to complete the year plan

Concluding the conference, comrade Nguyen Xuan Duong acknowledged and highly appreciated the efforts and results achieved in the past 9 months by departments, branches and localities.

To complete the year's tasks, in the coming time, the Chairman of the Provincial People's Committee requested the working groups established under Decision No. 3042 dated July 7, 2017 of the Provincial People's Committee to continue to advise on specific plans and solutions; regularly inspect and urge the implementation of tasks and solutions in the sectors, fields and areas under their management to focus on implementation in the last months of 2017; strive to achieve a gross domestic product (GRDP) growth of over 8% and the growth targets of each sector and field that have been set.

The Chairman of the District People's Committee shall base on the local situation to develop plans and inspect and urge to promote growth, ensuring the completion of the 2017 plan.

Chairman of the Provincial People's Committee Nguyen Xuan Duong also assigned the Director of the Department of Planning and Investment to preside over and coordinate with the Director of the General Statistics Office and relevant departments and branches to synthesize and review general socio-economic indicators and economic development indicators; unify the data on the implementation assessment of 10 months and the estimated implementation of the whole year of 2017 as the basis for calculating the GRDP growth rate in 2017. Forecasting difficult-to-achieve indicators, it is necessary to focus on directing and assigning to relevant departments and branches to urge the implementation.
