Vice-Chancellor Nguyen Sinh Sac was born in 1862 in Sen Village, Chung Cu Commune, Lam Thinh Canton, Nam Duong District, Nghe An Province (now Sen 2 Hamlet, Kim Lien Commune, Nam Dan District, Nghe An Province) in a family of Confucian scholars of peasant origin, with a tradition of patriotism and hard work.
His father was Mr. Nguyen Sinh Nham - a gentle, simple, hard-working farmer; his mother was Mrs. Ha Thi Hy - a talented, capable woman.
His parents died early and his family was in difficult circumstances, but Nguyen Sinh Sac was determined to study hard and was always encouraged and supported by his wife, Hoang Thi Loan. At the Tan Suu year (1901) examination, Nguyen Sinh Sac passed the Pho Bang exam.

After passing the exam, he did not become an official, but returned to his hometown to take care of his mother-in-law and taught for 5 years, and only became an official in the year of Binh Ngo (1906). After leaving the officialdom, Mr. Pho Bang Nguyen Sinh Sac went to the South to teach and prescribe medicine for the people, and contacted patriotic Confucian scholars.
In his last years, he lived in Hoa An village, now Hoa An commune, Cao Lanh city, Dong Thap province. On October 27, 1929, due to old age and poor health, he passed away. Admiring his patriotism and love for the people, the local people at that time, although most of them were very poor, still joined hands to arrange a proper burial for him at Troi Sanh temple, next to Hoa Long pagoda. The life of Pho Bang Nguyen Sinh Sac is a shining example that had a profound influence on President Ho Chi Minh.
