Nghe An Provincial Labor Federation solicits comments on the draft Law on Social Insurance (amended)
(Baonghean.vn) - On the afternoon of March 17, Nghe An Provincial Labor Federation organized a workshop to contribute ideas to the draft Law on Social Insurance (amended).
Comrades: Nguyen Thi Thu Nhi - Vice President of the Provincial Federation of Labor; Hoang Thi Thu Huong - Member of the Standing Committee, Head of the Legal Policy - Labor Relations Department of the Provincial Federation of Labor co-chaired the Workshop.
Attending the workshop were comrades in the Standing Committee and representatives of departments under the Provincial Labor Federation; representatives of provincial departments, branches and sectors; representatives of the Vietnam Chamber of Commerce and Industry, Nghe An branch (VCCI Nghe An); representatives of Labor Federations of districts, cities, towns, and industry unions; representatives of personnel of a number of companies and units, and affiliated grassroots unions.

Speaking at the opening of the workshop, comrade Nguyen Thi Thu Nhi - Vice President of the Provincial Labor Federation affirmed that after 6 years of implementation, the 2014 Law on Insurance has come into life, affirming the correctness of the social insurance policy and regime according to the principle of contribution - benefit, meeting the wishes of the majority.workers, ensuring social security and international integration.

However, during the implementation process, the 2014 Law on Insurance revealed limitations and shortcomings such as: The coverage of social insurance participants and beneficiaries is still low; regulations on the rights and obligations of employers and employees in implementing the law on social insurance still have gaps; regulations on the minimum contribution period to receive pension are not consistent with reality...
This draft Law on Social Insurance (amended) is structured with 9 chapters and 133 articles (8 articles more than the old law). LawSocial insuranceThis time, there will be fundamental and comprehensive changes to institutionalize the contents of social insurance policy reform in Resolution No. 28 of the 12th Party Central Committee on social insurance policy reform and ensure consistency and unity in the legal system.

At the Workshop, delegates exchanged, discussed and directly commented on the articles of the Draft Law on Social Insurance (amended) such as adding subjects under the scope of regulation; adding some terms and concepts of administrative decisions and administrative acts to avoid confusion; creating flexible conditions for employees to withdraw social insurance at one time; handling the issue ofbusinesssocial insurance debt
Pay more attention to long-term sick leave, keeping the old law at a maximum of 180 days instead of the draft's maximum of 60 days; ensure harmony of interests between employees and employers; lower the age for beneficiaries of 80-year-old pension benefits from 75 years old; be flexible in implementing maternity benefits...

In her concluding remarks, Comrade Nguyen Thi Thu Nhi - Vice President of the Provincial Labor Federation highly appreciated the contributions of the delegates, in which the opinions focused on the issue of one-time withdrawal of social insurance, pensions, maternity policies, etc. From there, she proposed a number of important issues for the draft Law on Social Insurance (amended).
