In early 2007, the Border Guard Command of Nghe An established a "point map" in Huoi Son with a "base station" working group led by Senior Lieutenant Nguyen Ngoc Cam.

"Staying in the village" also means having to "go with" the locals (eating, living, working, and speaking the same language). The Huoi Son working group has built a model for the locals to "see with their own eyes and touch with their own hands". Every day, the border guards also become real farmers when they directly increase production, raise pigs and chickens, dig ponds to raise fish, dig irrigation canals, and build small hydroelectric plants.

Seeing that near the village there was a flat area of ​​over ten hectares of relatively fertile land, close to a water source, Nguyen Ngoc Cam advised the district People's Committee to invest in building a dam to store water, and make a nearly 500m long ditch to reclaim the above-mentioned area. When there was water, he continued to propose that the Provincial Border Guard Command organize training and mobile battalion training and field trips to help people reclaim the land into fields that could be cultivated.


The households in the village have also been guided to apply scientific and technological advances in livestock production. Up to now, many families in the village have grown and raised many valuable products such as ginger, taro, black chicken, black pig... From the above methods, in 2 years (2008-2009), he and his working group have helped 10/47 poor households in Huoi Son rise up.


The village group also actively mobilized people to implement the program "Warm homes for the poor in the border areas". In just a short time (December 2008), all 47 households in the village were mobilized and guided to exploit local materials, combined with the district's migration program to have more funds for the people. The border guards also established a group of workers "rolling up their sleeves" to help people build houses. By May 19, 2009, 47 Mong households in Huoi Son had 47 warm, solid houses.


Nowadays, Hoi Son is much different from the past. Houses have been solidified. Roads have been widened, and many public works have been built. Border guards "staying in the village" have become close friends of the Mong people of Hoi Son.
