(Baonghean.vn) - Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong requested the Border Guard force and border districts and towns to carry out annual coordination work flexibly and creatively to maintain peace on the country's borders.

On the afternoon of December 18, the Provincial Border Guard Party Committee and Hoang Mai Town Party Committee held a conference to review the implementation of the coordination regulations between the Provincial Border Guard Party Committee and border and coastal districts and towns in 2020.

Attending the conference were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Colonel Tran Hai Binh - Member of the Provincial Party Committee, Commander of the Provincial Border Guard. Comrades: Le Truong Giang - Member of the Provincial Party Committee, Secretary of the Hoang Mai Town Party Committee; Colonel Le Nhu Cuong - Political Commissar of the Provincial Border Guard chaired the conference. Flexible, creative and expands the content of coordination

Speaking at the conference, comrade Nguyen Van Thong highly appreciated the results of coordination between the Border Guard force and the border and coastal districts and towns, which were quite comprehensive in all fields. In particular, the construction of the all-people border defense was carried out very smoothly, smoothly linking the objectives of the border guard force with local socio-economic development.

He also emphasized that the regional and international situation has seen new complications, affecting the domestic situation, especially in border areas, requiring the border guards and border and coastal districts and towns to further strengthen coordination in performing their tasks. He requested the Border Guard force and Party committees and authorities of border districts and towns to strengthen the protection of border lines and national border markers; be more resolute in preventing and combating all types of crimes; promote the village-to-village twinning model; proactively coordinate inter-sectoral cooperation between the Border Guard and local forces...

Continue the policy of deep penetration, grasp the local situation to serve the work tasks and coordination tasks to keep the border peaceful, build a national border defense, and a people's security posture in each locality. Strengthen the Party's guidelines and policies related to maritime strategy and marine economy for fishermen and coastal people. Request the Border Guard force and border localities to be flexible and creative in expanding the contents of coordination linking the implementation of national defense and security tasks with socio-economic development to keep the border peaceful.

Effective coordination to keep the border peaceful

Previously, reporting at the conference, Colonel Tran Dang Khoa - Deputy Political Commissar of the Provincial Border Guard said that in 2020, the Provincial Border Guard Party Committee coordinated with border and coastal districts and towns to direct the work of grasping the situation, advising the Provincial Party Committee, Provincial People's Committee, Border Guard Command, Military Region 4 on policies and measures in building, managing, and protecting the border.border, sea areas promptly and effectively; direct border posts and Party committees and authorities of border and coastal communes (wards) to coordinate with local forces and border protection forces of Laos to strengthen patrols, control and protect the border system, landmarks, and sea areas to achieve good results.

Coordinate leadership, direction, handling and resolution of incidents occurring in the area as well as the prevention and control of all types of crimes, especially drug crimes, human trafficking, transportation and use of explosives, firecrackers, trading in counterfeit and prohibited goods, smuggling of medical supplies; effectively implement mass movements to participate in protecting territorial sovereignty, border security and national sea areas.

Advise the Provincial People's Committee, the Department's Steering Committee,fight against Covid-19of the province on policies and solutions in timely and effective epidemic prevention and control; at the same time, coordinate and direct border stations and localities to do a good job of epidemic prevention and control.anti-epidemic, recognized and highly appreciated by all levels and sectors.

In addition, the Provincial Border Guard Party Committee also coordinated to lead and direct the implementation of border diplomacy and people's diplomacy, and promptly resolved issues related to border management and protection. Maintained and effectively implemented the movement of twinning residential clusters (villages - villages) on both sides of the border and border posts with border protection units of 3 neighboring provinces of Laos.

The conference also pointed out the shortcomings and limitations in coordination work, analyzed the causes to propose effective solutions. In particular, it noted to overcome some limitations such as coordination in leadership and direction of work to grasp the situation, and resolve some incidents in border areas and sea areas that were sometimes not timely. Maintaining the information exchange regime between the two sides was sometimes not regular. Some border posts sometimes did not properly implement the regime of reporting the situation and advising districts and towns in resolving some incidents that occurred in the area.

The conference also requested the Provincial People's Committee to report to the Government to direct the Ministry of Foreign Affairs to preside over and coordinate with relevant ministries and branches to soon develop and complete the Project "Planning the Vietnam-Laos Road Border Gate System" to serve as a basis for quickly implementing the progress of opening secondary border gates and border openings.

Propose that the Provincial Party Committee approve the policy of strengthening the staff structure in 06 border communes; have a policy of financial support for border and border marker self-management teams; village and hamlet security and order self-management teams, boat safety teams, and safe wharf teams according to Directive 01 of the Prime Minister. Provide financial support for the Provincial Border Guard to coordinate with other forces to organize patrols, inspections, and controls against illegal, unreported, and unregulated fishing and to implement the 2017 Fisheries Law.

In addition, continue to pay attention to investing in economic, cultural and social development programs and projects associated with strengthening national defense and security in border communes. Propose that the province approve the policy of issuing a decision to establish a combined military-civilian medical clinic and grant an operating license to the clinic to better serve and meet the medical examination and treatment needs of people in the district's border areas.

The conference also listened to presentations and comments from districts and towns of Cua Lo, Que Phong, Thanh Chuong, Tuong Duong... on solutions to improve the effectiveness of coordination between the Provincial Border Guard Party Committee and border districts and towns.

In 2020, the Provincial Border Guard coordinated to detect and arrest 727 cases/1,008 subjects/336 vehicles and 4 enterprises, seizing 80 kg of heroin, 112.9 kg of crystal meth, 4 kg of ketamine, more than 75,000 synthetic drug pills and many other exhibits.

The provincial Border Guard also coordinated to maintain effective operations of 84 teams/498 people participating in self-management of border lines and landmarks; 716 teams/3,959 people self-managing village security; 58 safe boats with 423 member vehicles/4,029 members.

Deploying 27 cadres to reinforce border communes, 80 party members temporarily transferred party activities to village party cells, key areas, and religious areas, assigning 593 party members to be in charge of more than 2,800 households in border areas.
