With the timely leadership and direction of the central ministries, branches, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the close coordination of related branches, localities, units and the production efforts of millions of farmers, the business community... the field of Agriculture and Rural Development of Nghe An has been deployed proactively, creatively, flexibly and has achieved positive results.

Complete the target and the internal economic structure shifts in the right direction.

The year 2024 was a year of special significance, a year of acceleration and breakthrough to successfully implement the goals of the Resolution of the 19th Nghe An Provincial Party Congress; completing the 5-year socio-economic development plan for the period 2021-2025.

Based on the development orientation and tasks assigned by the Ministry of Agriculture and Rural Development, the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee, the Department of Agriculture and Rural Development has been active, proactive, and coordinated well with provincial departments, branches, districts, cities, towns, and relevant agencies and units, performing well the function of advising on specialized state management, which has been highly appreciated by the Provincial People's Committee; the tasks of developing projects, plans, legal documents... in the field of agriculture and rural development assigned by the Provincial People's Committee have been basically completed.

In 2024, the Department of Agriculture and Rural Development was assigned 25 tasks by the Provincial Party Committee, People's Council, and People's Committee. The Department has focused on directing the implementation seriously and resolutely, ensuring time and quality. Up to now, 25 tasks have been completed, including: 12 resolutions of the Provincial People's Council, 11 tasks assigned by the Provincial People's Committee (6 legal documents of the Provincial People's Committee, 3 reports, 1 plan, 3 other tasks). These results clearly demonstrate that the direction and implementation of tasks and plans for agriculture and rural development have been proactively, creatively, and effectively implemented.

The internal economic structure shifted in the right direction: Agriculture 76.69%, (of which, the proportion of livestock in agriculture is estimated at 48.61%), forestry 7.07%, fishery 16.24%.

In 2024, there are 4 basic targets on agriculture and rural development that are basically completed and exceeded the plan:

1) The total gross regional domestic product (GRDP) of agriculture, forestry and fishery is estimated at VND46,696 billion, with an estimated growth rate of 4.14% over the same period last year, of which agriculture is estimated to increase by 3.67%; forestry is estimated to increase by 7.05% and fishery is estimated to increase by 4.53%.
2) SNumber of communes meeting new rural standards: 8/7 communes meeting advanced new rural standards: 34/25 communes meeting advanced new rural standards: 10/6 communes meeting model new rural standards and 1/1 district meeting MTM standards: Accumulated to December 31, 2024, it is estimated that 327/411 communes, accounting for 79.56% of the total number of communes; 127/327 communes meeting advanced new rural standards, accounting for 38.83%; 25/327 communes meeting model new rural standards, accounting for 7.62%; The average number of criteria that communes meet is 17.21/17.21 criteria/commune. There are 11 district-level units completing their tasks and meeting NTM standards.

3)The rate of rural population using hygienic domestic water (according to Standard 4826/QD-BNN) reached 89.5/plan 89.5%.

4) TForest cover rate reached 58.33/plan 58.0%.

In the structure of crops, livestock, and seasons, there has been a strong transformation, with high technology applied; plant protection and veterinary work has been regularly ensured; productivity, quality, and economic efficiency of many crops and livestock have increased significantly. The organization and direction of agricultural production has been implemented in a synchronous, drastic, flexible manner, adapting to climate change...

The Department has coordinated well with sectors, localities and units to direct and guide farmers to strongly change crop structure and crop calendar in unusual weather conditions; quickly apply scientific and technical advances and advanced technology into production, especially high-tech agriculture; apply advanced production processes suitable for each type of crop.

Thanks to that, in 2024, the crop production sector has successfully completed the set plan and the total annual crop planting area is estimated at 342,849.38 hectares. Some major crops such as food crops have a total annual planting area estimated at 214,321.29 hectares, the total output of grain crops is estimated at 1,233,177.86 tons, up 0.93% over the same period last year; of which the rice planting area is estimated at 168,099.24/plan 168,000 hectares, the annual yield is estimated at 60.34 quintals/ha, up 1.75% and the output is estimated at 1,014,385/plan 974,400 tons, reaching 104.1%, up 1.22% over the same period. Annual industrial crops and perennial industrial crops, fruit trees all achieved good results.

The total export value of agricultural, forestry and fishery products is estimated to reach over 588 million USD/plan 400 million USD, reaching 147%. Of which, wood chips are estimated to reach 277 million USD, seafood exports are estimated to reach 130 million USD, cassava and cassava products are estimated to reach 73 million USD, rice is estimated to reach 46 million USD, wood pellets are estimated to reach 27 million USD, processed fruits and fruit juices are estimated to reach 23 million USD, pine resin and pine essential oil are estimated to reach 12 million USD,...

The Department of Agriculture and Rural Development has focused on directing and implementing drastic measures to prevent and control epidemics. Policies to support and encourage livestock development have been well implemented; quarantine, slaughter control, quality inspection of livestock breeds, quality of feed, veterinary drugs, banned substances used in livestock farming and environmental treatment of livestock farming have been focused on...

Therefore, despite many difficulties due to the impact of weather, epidemics, and high input material prices, the results of implementing the industry's targets and tasks basically met and exceeded the plan.

The growth rate of livestock production value is estimated at 5.39%, the proportion of livestock in pure agriculture increased quite well, reaching 48.61%, livestock production developed quite well in terms of total herd size and meat output.

Total output of live meat for the whole year is estimated at 287 thousand tons/plan of 285 thousand tons, reaching 100.75% of the plan, up 5.07% over the same period last year; total poultry herd for the whole year is estimated at over 37 million heads/plan of 34 million heads, reaching 109.02% of the plan, up 7.00% over the same period last year.

Forestry production continues to change strongly in quality, focusing on development, improving the quality of raw material areas, applying high technology, investing in deep processing, increasing the value of wood products and non-wood forest products. Always maintaining a stable forest coverage rate of over 58%, exceeding the resolution target; the quality and value of planted forests have grown strongly, especially the area of ​​planted production forests, with nearly 25 thousand hectares certified for sustainable forest management (FSC certification).

The results of mobilizing revenue from forest environmental services and reforestation in 2024 reached over 188 billion VND. The disbursement of forest environmental services and reforestation reached over 139 billion VND. Revenue from payments for greenhouse gas emission reduction in the North Central region (ERPA) has so far reached over 352 billion VND, of which nearly 168 billion VND has been disbursed, reaching 83.7% of the approved financial plan for 2024 (expected disbursement by December 31, 2024 is 177 billion VND, reaching 86% of the approved financial plan). These revenue sources contribute significantly to improving the effectiveness of forest protection and development, creating jobs, increasing income for people, and at the same time solving difficulties in operating costs of forest owners.

The forestry sector is also the only sector of the industry that the National Assembly has approved a pilot policy supplemented under Resolution 137. This is a favorable condition, along with strong goals on applying high technology in forest product processing with the formation of a high-tech forestry zone in the North Central region, one of the first high-tech forestry zones in the country, expected to create a breakthrough in the new period.

Regarding seafood production, focus on measures to overcome the European yellow card (IUU), solve difficulties for fishermen, and develop offshore fishing. Promote aquaculture development in the direction of investing in intensive aquaculture, introducing high-value aquatic products, and achieving good aquaculture output and productivity.

Irrigation work is ensured, serving production and people's lives well; natural disaster prevention and search and rescue work is active and proactive, minimizing damage to people. The program of domestic water and rural environmental sanitation is strongly socialized, completing the annual plan.

Developing agricultural, forestry and fishery processing; promoting mechanization in production, increasing the value of agricultural products, contributing to the transformation of rural labor structure. Trade promotion, export, processing and consumption of agricultural products have high growth, achieved many results, contributing to creating jobs and increasing income for farmers.

Investment attraction has achieved many results, thereby agricultural and rural infrastructure continues to receive investment, construction, and upgrading, increasingly serving production and people's lives.

Number of communes meeting new rural standards ranks 3rd in the country

One of the industry's outstanding achievements is the implementation of the National Target Program on New Rural Development. Currently, Nghe An ranks third in the country in terms of the number of communes meeting NTM standards (327/411 communes).

To achieve that result, localities have focused on directing the implementation of the NTM program, focusing on directing communes that have registered to meet NTM standards, advanced new rural areas, model NTM, and districts that meet NTM standards in 2024 to complete the contents and criteria, especially the NTM district criteria. Focus on developing production, innovating production organization forms, expanding production linkages, linking with agricultural product consumption; paying attention to developing culture, education, health, ensuring rural order and security... according to the requirements of the NTM criteria.

Currently, in the province, there are 739 OCOP products with 3 stars or more, including 1 product with 5 stars, 2 products with the potential to reach 5 stars; 37 products with 4 stars, ranking 2nd in the country in terms of product quantity.

Along with that, other rural development programs and projects are ensured, helping people actively escape poverty sustainably.

In particular, during its operation, the Department of Agriculture and Rural Development has always improved its capacity, effectiveness and efficiency in managing the sector. Implemented administrative reforms, organized the apparatus, strengthened the operation of the information system and improved the quality and efficiency of the management apparatus. Continued to strongly restructure the agricultural sector, rapidly shifting to agricultural economy, digital economy of agriculture and rural areas; transformed the structure of crops and livestock towards increasing high-value products, building a modern, high-value-added, sustainable and effective agriculture.

TFocus on completing the targets of the 19th Provincial Party Congress Resolution

With the above outstanding results, in 2025, the entire Nghe An Agriculture and Rural Development sector will continue to make efforts, unite and focus to complete the targets of the Resolution of the 19th Provincial Party Congress; at the same time, synchronously deploy to well implement the policies of the Party and State, especially Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; focus on directing and implementing the streamlining of the apparatus to ensure "efficient, effective and effective" operations.

In particular, to create a strong premise before the Party Congresses at all levels, promote efficiency, and create new momentum for the economic development of the province in general, and the agricultural and rural sectors in particular, the sector will focus on implementing a number of key tasks such as:

Focus on completing the target of GRDP growth rate of the agricultural sector only, striving to reach 4 - 4.5%/year by 2025; the total production value of the agricultural sector (at 2010 comparative prices) by 2025 will reach over 45,700 billion VND; the rate of rural people using hygienic water according to standards will reach 90%; the forest coverage rate will be stable at 58%.

Continue to focus on restructuring the agricultural sector according to key product groups and ecological regions of the province, especially high-tech agriculture, green agriculture, and circular agriculture; advise on building and implementing mechanisms and policies for agricultural and rural development in line with the development orientation and needs of the sector in the new period; promote linkage and cooperation along the value chain to improve productivity, quality, efficiency, increase product value and competitiveness in the market; reorganize production, strongly develop the farm economy in a concentrated direction, support the development of large-scale commodity production households.

Focus on orienting the construction and development of concentrated agricultural production areas, concentrated livestock areas, and concentrated forestry production areas in accordance with the provincial planning orientation, the Agricultural Development Strategy, the Vietnam Fisheries Development Strategy to 2030, with a vision to 2045, and the Sustainable Forestry Development Strategy for the 2021-2030 period, with a vision to 2050 in the province./.
