According to reports from coastal border units, by 4:00 p.m. this afternoon, September 16, border units had called on nearly 4,000 vessels with over 18,000 workers operating at sea to safely ashore to avoid the storm. Currently, vessels in Nghe An have received notice of the location and direction of the storm to proactively avoid it.
