Illegal human trafficking ring exposed in Nghe An

(Baonghean) - Dozens of victims in Nghe An, Ha Tinh provinces and even in Hanoi gave Pham Duy Tuyen thousands of dollars to go abroad. However, when they arrived in foreign countries, the victims were deported by the local authorities for illegal residence.

Recently, many victims have come to Nghe An Provincial Police to report that they were brokered by a subject named Pham Duy Tuyen, in Duc Tho town, Ha Tinh province, to work abroad, but after receiving money, he did not fulfill his promise.

These people gave Tuyen tens of thousands of dollars. After receiving the money, Tuyen took the victims to countries such as England and Germany through tour groups. However, when they arrived in foreign countries, no one welcomed them and they were deported back to their home country for illegal residence.

There are even cases where Tuyen received tens of thousands of US dollars, promising to send them to the UK, but instead sent them to Thailand. The case of Mr. Nguyen Cong Th. residing in Quang Thanh commune, Yen Thanh district is typical.

Mr. Th. recounted: In 2010, through a broker in My Thanh commune (Yen Thanh), this person told Mr. Th. that there was a line of sending people to work in Eastern Europe, and that there was someone who would accept them to work at a large company with a high salary. Mr. Th. confidently brought 15 thousand USD with the broker to Hanoi to hand over the money and guide him through the procedures for exporting them to work in the UK.

On October 12, 2010, Mr. Th. met Pham Duy Tuyen at a motel next to Giai Phong Street, Hanoi. Here, Mr. Th. gave Tuyen 15,000 USD to go to the UK, witnessed by two brokers in Yen Thanh district. Tuyen promised that if he could not take Mr. Th. to the UK, he would return the full amount of foreign currency and be responsible before the law for the above foreign currency.

However, 6 months had passed since the day he received the money, and Pham Duy Tuyen had been missing. Mr. Th. called but Pham Duy Tuyen did not answer. Too impatient with the large amount of foreign currency that he had borrowed, on April 20, 2011, Mr. Th. went to Ha Tinh to meet Tuyen with the hope of getting back 15,000 USD to pay off his debt.

Here, Mr. Th did not meet Tuyen at home, but Mrs. Hanh (Tuyen's wife) promised to return the above foreign currency to Mr. Th on the nearest day. While waiting to receive the 15,000 USD, Mr. Th received a message from Tuyen: He would organize a group of many people who wanted to go to Europe.

“I agreed to go, but Mr. Tuyen took me to Thailand instead of Europe as promised. This was the second time Mr. Tuyen tricked me into going to Thailand. After 15 days, I had to find a way to return to Vietnam because no agency or organization would accept me for work,” Mr. Th. recounted.

Not only Mr. Th.'s case, but also many other cases have fallen into the same situation as Mr. Th. It is worth mentioning that most of the victims trusted Tuyen with tens of thousands of foreign currencies, and hundreds of millions of dong in cash to go to Eastern European countries. Tuyen promised that there would be someone to welcome them and arrange stable jobs, forcing the victims to be deported back to their country because they were illegal. "Losing money, suffering" many victims could only go to the Nghe An Provincial Police to report Pham Duy Tuyen's actions.

After receiving the complaint from the victims, the Nghe An Provincial Police Department of Investigation Security sent a working group of experienced investigators to Ha Tinh Province, Hanoi City and districts, cities and towns in Nghe An Province to investigate and collect documents. And from here, a network of illegal human trafficking abroad was exposed.
