According to the investigation agency’s documents, Nguyen Vinh Ky runs a gold and silver shop and is a goldsmith. Ky has 4 children studying abroad in the US and Canada. While sending his children to study abroad, Ky mortgaged the Land Use Rights Certificate to borrow money from the bank.

However, since 2018, Ky's business has not been favorable, there have been losses, Ky has run around and borrowed from many places but still cannot save the situation.

Taking advantage of having children studying abroad and having a tourist visa in Canada, Ky bragged to everyone that he was capable of handling the procedures to study abroad. The price for a successful study abroad program that Ky offered was 400 - 500 million VND.

With this trick, since August 2018, Nguyen Vinh Ky has been committing property fraud by accepting procedures to study abroad in Canada, Japan, and the US. There have been 6 victims who have fallen into Ky's trap with more than 1.8 billion VND, of which the person who was scammed the most, 1.2 billion VND, was Ms. LTX in Hung Nguyen. After failing to study abroad, the victims filed a complaint against Ky to the police.
