"Double benefits" of journey monitoring devices
(Baonghean) - According to Government regulations, all vehicles participating in traffic must be equipped with a journey monitoring device (GSHT). These devices are connected to the information storage center of the Department of Roads to monitor the vehicle's operation. This is considered a "black box" for businesses to control the vehicle's journey, and is also an important database for state management agencies.
In Nghe An, transport businesses have complied quite seriously with the installation of GSHT equipment. According to the assessment of the Ministry of Transport, Nghe An province has become one of the two localities (along with Hanoi) leading in implementing regulations on GSHT equipment installation. Reality also proves that GSHT installation contributes to ensuring the rights of passengers and is beneficial for business management and operations.

Tan Phuong Thao Service and Tourism Company Limited is a large transportation business unit in Nghe An. Recently, the company has launched the Vinh - Do Luong bus route. Mr. Pham Tien Dung - Director of Tan Phuong Thao Company Limited said: The company has a total of 62 vehicles operating in transportation, including 14 buses, 40 inter-provincial passenger cars and 8 vehicles for tourism services. Currently, all of the company's vehicles are installed with GSHT equipment, including buses with additional cameras. Each vehicle has invested nearly 6 million VND to install GSHT equipment. Thanks to the equipment, the company has monitored and updated 95% of vehicle operations on the road and monitored 24/7. Through the camera monitoring device, the company knows whether the driver stops and parks on the right route, the number of times the vehicle door is opened, the number of passengers getting on and off the vehicle, thereby providing good and safe service for passengers. The monitoring device helps managers update vehicle status; Correct the service attitude of staff, improve the quality of passenger service.
One month ago, Hop Manh Transport Company Limited (Vinh City), a unit specializing in container transportation in Nghe An, converted and installed 34 GSHT devices for 34 container trucks. Although it has just been put into use, the effect is very clear. The characteristic of container transportation is long-distance transportation, many days, even across borders. To manage, previously the owner or company representative had to follow the vehicle; when transporting on the road, the company office did not know where the truck stopped or parked; the amount of abnormal fuel loss could not be controlled. Now thanks to the GSHT device, the office can track the vehicle anywhere.
In addition to managing the vehicle's schedule, the shippers or company representatives do not have to follow along to monitor. The GSHT device has benefited the company hundreds of millions of VND each month. In the near future, the company plans to install a fuel fluctuation sensor on each vehicle. Mr. Tran Manh Cong, a driver for a company in the province, commented: "The GSHT device mainly serves the vehicle owner and the inspection agency (when the inspection is delayed, they will be fined or reminded). This device helps drivers raise their awareness of controlling the speed according to regulations. In case of an accident, if it can be proven that it was not the driver's fault, the responsibility will be reduced. Any driver who exceeds the speed limit or skips the route will definitely be punished by the company."
In the province, there are many transport companies that comply with the transport schedule and install equipment such as Van Minh Tourism Company, Dong Bac Company, Phuc Duc Company... Thanks to that, the driver ratio always ensures the regulations on the number of people/vehicle; pick-up and drop-off of passengers are always on the right route, drivers operate on time. According to statistics from the Department of Transport, up to now, the whole province has 1,030 transport vehicles installed with GSHT equipment, reaching 100% of the number of vehicles on the route.
Every month, based on data extracted from the Department of Roads, the Department of Transport handles suspension of parking rights (parking rights, entry and exit from stations, etc.), routes, and revokes vehicle badges in about 20 cases. Since the introduction of the GSHT device, the phenomenon of drivers violating speed, routes, or driving past the prescribed time has decreased significantly. In a number of complicated traffic accidents in Quynh Luu, thanks to data from the GSHT device, the police have clarified the cause of the accident to consolidate the case file.

Mr. Nguyen Viet Hung, Head of Vehicle Management Department, Department of Transport said: Since having the GSHT device, the department's work has become less difficult, every day and every month, it only needs to extract data to issue objective handling notices. From the drastic and quite serious implementation, the situation of speeding violations, picking up and dropping off passengers on the wrong route, and passenger cars running in circles in the inner city has decreased significantly. Transport enterprises have also increased the arrangement of enough drivers/vehicles, the operation process, compliance with driving time and rest time is more in accordance with regulations; the speed of vehicles is increasingly monitored more closely...
In addition to the above advantages, in reality, there are still some businesses and drivers who deal with installing GSHT devices but disconnect when there is an error, so there are violations without data or slow troubleshooting... On the other hand, private car owners and small trucks take advantage of the regulation that does not require GSHT devices to be installed, so they do not install them and pick up passengers in circles and transport them on the wrong route. In response to this reality, the Ministry of Transport has issued a new set of standards for GSHT with some new requirements that are more suitable for reality.
According to Mr. Nguyen Minh Duc, Chief of Office of the Provincial Traffic Safety Committee, along with GSHT, in the coming time, Nghe An Department of Transport is coordinating with the Military Telecommunications Group to implement a project to install software and monitoring equipment at key intersections in the province for management. The information collected from the monitoring equipment is the basis for conducting cold penalties for violations such as running red lights, encroaching on lines, encroaching on lanes, etc. Hopefully, this is a solution to help authorities strictly handle the situation of vehicles driving in circles or illegal private vehicles operating in the transportation business.
