Fraudulently selling cars online, appropriating nearly 700 million VND
By posting articles online advertising used cars and motorbikes for sale at prices lower than the market price, causing buyers to be tempted by bargains and place deposits in advance, Pham Chi Huong appropriated a total of 684,787,000 VND from many victims.
Through reconnaissance and monitoring of the situation on cyberspace, the Department of Cyber Security and High-Tech Crime Prevention - Nam Dinh Provincial Police discovered a number of accounts on the website "Chotot.com" showing signs of fraudulently advertising used cars and motorbikes for sale to appropriate money from buyers. These accounts posted articles on the internet advertising used cars and motorbikes for sale at prices lower than the market price. Many people who wanted to buy a car, saw the price was cheap, paid a deposit and were taken.
After verification and screening, the Department of Cyber Security and High-Tech Crime Prevention, Nam Dinh Provincial Police identified the owner of these social network accounts selling cheap used cars as Pham Chi Huong, born in 1991, registered residence in Lien Minh commune, Vu Ban district, Nam Dinh province.

On April 18, the Department of Cyber Security and High-Tech Crime Prevention, Nam Dinh Provincial Police arrested Pham Chi Huong and Ha Thi Thai, born in 1989, residing in Xe 2 Hamlet, Van Mieu Commune, Thanh Son District, Phu Tho Province. They seized 13 phones and tablets of various types.
Ha Thi Thai is the person who has had a romantic relationship and lived as husband and wife with Huong at Thai's house in Phu Tho from January 2023 until now. During the time living together, Thai directly witnessed and knew that Huong often committed acts of appropriating other people's property but did not report it, and even assisted Huong in committing the crime.

At the police station, Huong confessed to defrauding and appropriating deposits to buy cars from many victims. Due to his heavy debt, Huong came up with the idea of defrauding and appropriating money from others by taking pictures of used cars for sale online. After that, Huong posted articles selling used cars and motorbikes on the website “Chotot.com” at prices lower than the market price to attract those in need. After customers transferred the deposits, Huong blocked contact and appropriated the deposits.
During the initial investigation, the Department of Cyber Security and High-Tech Crime Prevention, Nam Dinh Provincial Police determined that Pham Chi Huong had appropriated a total of VND 684,787,000 from many victims.
