Staff rotation and transfer - advantages and disadvantages!

(Baonghean) -One of the tasks set for the 2015-2020 term of the Provincial Party Committee is to build a team of cadres with sufficient capacity, qualities and prestige, equal to the task. To carry out this task, the solution and important step is to focus on training and fostering cadres in both theory and practice, with special attention paid to skills and practical capacity for cadres through rotation and transfer.

Many problems arise from practice

In Do Luong district - a unit that is assessed to have done this work well - there has been diversity in rotation, including rotation from district to grassroots, from grassroots to district; horizontal rotation within each district-level people, government, and party bloc and between people, government, party blocs, and communes.

During the process of cadre rotation and transfer, the Standing Committee of Do Luong District Party Committee always closely monitors and listens to promptly remind, and at the same time provides solutions, support, and assistance to cadres, including creating favorable conditions to support programs and projects for the locality.

Comrade Truong Hong Phuc - Secretary of Do Luong District Party Committee, shared: Although there has been determination, the rotation between the people, government and party blocs is posing difficulties related to professional qualifications and working capacity in some specialized and in-depth positions; especially the mentality of government officials who do not like to move to the people and party blocs.

For Hoang Mai town, in the newly established condition, the work of rotating and transferring cadres is a requirement that must be carried out to ensure "filling" the apparatus, while meeting the implementation of the political tasks of the town and each facility. When clearly identifying where there are still "gaps", weaknesses and which cadres can have the capacity to lead, direct, and gather the collective strength to "fill" the gaps, weaknesses, the Town Party Committee is determined to carry out this task.

Thanks to that, there are positions that seem to be very difficult to rotate, but Hoang Mai Town has also successfully implemented. For example, rotating the Head of the Finance Department to take on the role of Secretary of Quynh Vinh Ward. However, according to comrade Ho Van Cay - Head of the Organization Committee of Hoang Mai Town Party Committee, the rotation and transfer work carried out in the past time was only based on the requirements of reality, but the Party Committee has not really been aware and proactive in building a scientific plan and roadmap, clearly defining the time, and specific regulations on the rotation regime.

During the process of approaching the grassroots, we also noted many shortcomings and difficulties in the rotation and mobilization work. That is, the rotation and mobilization has long stopped at some leadership and management positions.

The rotation of cadres who are party members, meaning those who do not hold positions; key cadres from one commune to another; including some leaders and managers who have been appointed for more than two terms or have not performed well in their current jobs, has not yet been carried out.

On the other hand, many localities have not yet implemented horizontal rotation among the District Party Committee, People's Committee, Vietnam Fatherland Front Committee and district-level mass organizations to create uniformity in the quality of cadres and operational efficiency among the blocs in the entire political system.

The awareness of the Party Committee and cadres is not really complete, leading to some localities and units planning to send cadres back having a local, closed mindset, not wanting to accept transferred and transferred cadres. On the cadre side, in some positions there is a "reserve position" mentality; some young cadres in the planning have a mentality of liking stability, afraid of difficulties and challenges in new working positions; then choose where to go, where to go...

Comrade Le Quoc Khanh - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board said that this work, besides positive movements, still poses many difficulties and limitations.

That is, there has not been a unified awareness among cadres and party members about the necessity, importance and significance of rotating and transferring cadres. The regime and policies for rotating and transferring cadres are not unified and lack synchronization. Some party committees are still considerate and not resolute in implementing the policy of rotating and transferring cadres...

Local fix

On March 15, 2016, the Provincial Party Executive Committee issued Resolution No. 02 on rotation and transfer of Party members, leaders and managers for the period 2016 - 2020. This is the first specialized Resolution issued during the 2015 - 2020 congress term and is being responded to by Party committees at all levels and cadres and Party members with high consensus.

Resolution 02 has many new points compared to previous documents, in which it clearly defines the subjects of rotation and transfer, including party members, leaders and managers at all levels, not just leaders and managers as before. The resolution also clearly defines the rotation and transfer period, at least 3 years or more for men and at least 2 years or more for women.

The Resolution also clearly states: After the rotation and transfer period, cadres who are assessed to have completed their tasks well and excellently will be proposed to be assigned to a higher position; those who have completed their tasks will be proposed to be assigned to an equivalent position; those who have not completed their tasks will be specifically considered for reassignment to other suitable jobs.

Implementing Resolution 02 of the Provincial Party Committee, Dien Chau District Party Committee has issued an Implementation Plan with the set purpose of ensuring that cadres and party members have access to many fields and working environments, thereby challenging, training and creating cadre resources.

To create consensus and effectiveness, upon notification, the Standing Committee of the District Party Committee will work with the Party Committee of the destination to hear about the difficulties and issues that the base needs; meet with the transferred cadres, and listen to the action plan of the cadres as well as their thoughts and aspirations, creating the best conditions and mindset for the transferred person.

Annually, the District Party Committee organizes meetings with units where transferred cadres come to evaluate the performance of the transferred cadres in each year and listen to the implementation plan for the following year, on that basis, it supplements, gives advice and helps both cadres and the collective, in order to train cadres and create new changes for the locality and unit.

Thai Hoa City Party Committee also issued a project to implement Resolution 02. Accordingly, the City Party Committee clearly defined the rotation subjects as party members and cadres who still have 1-2 terms or more; and the transfer and assignment subjects are party members and cadres who do not have 1 working term.

Thai Hoa's direction is to focus on rotating and transferring party members and cadres to the grassroots. At the same time, the town is also focusing on re-evaluating the staff and civil servants based on the structure, job positions and competency framework according to regulations to rectify, arrange and reorganize to ensure suitability, promote capacity and work efficiency.

Comrade Le Quoc Khanh - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board, added: Units and localities need to identify what needs to be done immediately and have specific plans and strategies to create a source of cadres in the short and long term. The work of rotation and transfer must ensure the unified leadership of the Party Committee, be conducted democratically, publicly, closely, cautiously and resolutely, and follow the correct procedures; carefully prepare plans for synchronous implementation throughout the entire political system: between sectors, between sectors and localities, between one locality and another.

Thai Hoa is submitting a proposal to the Provincial Party Committee's Organizing Committee to implement the policy of adding one more deputy secretary of the Party Committee for some disadvantaged bases. This is a solution to implement rotation and transfer, both to train and develop cadres and to create more human resources and brainpower for disadvantaged bases to carry out political tasks. Thai Hoa's direction is to focus on rotating and transferring party members and cadres to the grassroots in the condition that the cadre and civil servant team after the congress and election is stable and complete, with no "vacancy" positions to implement rotation and transfer.

Resolution 02 of the Provincial Party Committee clearly defines the assessment of the level of task completion of cadres when the rotation and transfer period ends. This has a positive impact, creating motivation for cadres to strive and make high contributions. The issue is that the work of evaluating and commenting on cadres must be truly objective and impartial, avoiding favoritism and formality; taking the results of implementing political tasks and movements in the locality and unit that the cadre is in charge of as a measure of evaluation.
