The Civil Service Law does not discriminate against people with in-service degrees.
The consistent viewpoint of the Ministry of Home Affairs is to recommend implementation in accordance with legal regulations."
At the regular September press conference held by the Ministry of Home Affairs on the morning of October 3 in Hanoi, Ministry of Home Affairs spokesman Nguyen Xuan Binh said that the civil servant recruitment exam and civil servant promotion exam will have some basic new points and affirmed that the Civil Servant Law does not discriminate against people with in-service degrees.
Mr. Binh affirmed: "The consistent viewpoint of the Ministry of Home Affairs is to propose implementation in accordance with legal regulations.
According to Mr. Nguyen Xuan Binh, the new feature of the first two exams to implement the Law on Civil Servants is the competitive exam. Organizing competitive exams aims to ensure the improvement of the quality of the team of civil servants who are "both red and professional" to serve the people well and ensure the exam is truly fair, transparent and serious. Through this exam, social consensus and consensus within civil servants are created.
Regarding the information that some localities do not recruit people with part-time degrees, Mr. Binh said that the Law on Civil Servants does not distinguish between people with part-time degrees. Some localities want to have a good team of civil servants, so they refuse people with part-time degrees. However, the purpose and the method of implementation must ensure compliance with the provisions of the law.
Mr. Binh affirmed: “The consistent viewpoint of the Ministry of Home Affairs is to propose implementation in accordance with the provisions of the law. I reaffirm that the law on civil servants does not prohibit the recruitment of people who have been trained in-service. Our education law does not distinguish between types. Therefore, those regulations are still in effect”./.
