Reply: Article 53 of the 2024 Land Law stipulates 4 contents of land investigation and evaluation, specifically:
-Content of investigation and assessment of soil quality and land potentialinclude:
+ Delineate, determine location, area and land quality levels for agricultural land and unused land according to soil characteristics, terrain, physical properties, chemical properties, biological properties and other conditions.
+ Delineate, determine location, area and potential land classification for agricultural land, non-agricultural land, unused land based on land quality classification and land use efficiency according to economic, social and environmental goals.
+ Delineate land areas that need protection, treatment, improvement and restoration.
+ Create soil quality maps, soil potential maps; build and update soil quality and soil potential data into the national land database.
-Content of investigation and assessment of land degradationinclude:
+ Delineate and determine the location and area of degraded land for agricultural land and unused land according to each type of degradation, including: soil with reduced fertility; eroded soil; arid, desertified, and arid soil; concretized and laterized soil; saline soil; and acidified soil.
+ Identify trends, causes and forecast risks of land degradation.
+ Delineate degraded land areas that need to be treated, improved and restored.
+ Create a set of land degradation maps; build and update land degradation data into the national land database.
-Content of investigation and assessment of soil pollutioninclude:
+ Delineate and determine the location and area of contaminated land according to the type of pollution, including heavy metal pollution, pesticide pollution, and other toxic pollution for agricultural land, unused land, and land planned for urban and rural residential areas.
+ Identify trends, sources of pollution and forecast and warn of land pollution risks.
+ Delineate contaminated land areas that need to be treated, rehabilitated and restored.
+ Create a map of contaminated land; build and update soil pollution data into the national land database.
-Content of monitoring soil quality, soil degradation, soil pollutioninclude:
+ Building a network of fixed monitoring points nationwide.
+ Determine monitoring criteria and frequency.
+ Monitor changes in soil quality, soil degradation, soil pollution and forecast and provide early warning of unusual changes.
+ Update data on soil quality monitoring, soil degradation, and soil pollution into the environmental resource monitoring database and the national land database.
