With the aim of supporting customers to buy houses, contributing to unclogging the real estate market, Hanoi Housing Development and Investment Corporation (HANDICO) and Vietnam Joint Stock Commercial Bank for Investment and Development (BIDV) - Nghe An Branch, have signed a cooperation agreement on lending to buy houses at Vinh Tan Eco-Urban Area Project. Starting from August 15, 2012 to December 31, 2013 or until the bank has lent out 4,000 billion VND, whichever comes first. Accordingly, customers who need to borrow from the bank to buy houses at Vinh Tan Eco-Urban Area Project (including customers who have signed a house purchase contract and need to borrow to pay the first installment and customers who have paid part of the house purchase price and need to borrow to pay the next installment), will be able to borrow capital with a preferential lending interest rate of 12%/year in the first 6 months from the time of disbursement. After the 6-month term, the normal loan interest rate for the same term will be applied according to the current regulations of the bank. The maximum loan amount is 70% of the cost of buying a house. If the collateral is property formed from the loan capital, the maximum loan amount is 60% of the cost of buying a house. The maximum loan term is 15 years.

A representative of the banking industry said: For customers who have registered to buy a house and are eligible for incentives from the bank's VND4,000 billion credit support program, the loan interest rate will be applied from the disbursement date until the end of 6 months: a fixed interest rate of 12%/year will be applied. From the first working day of the 7th month onwards: the normal loan interest rate will be applied as announced by the bank, but must not exceed the ceiling of the State Bank from time to time. As for customers who are not eligible for the bank's VND4,000 billion credit support program, when borrowing, the normal loan interest rate for the same term will be applied according to the bank's regulations from time to time. The lending for each customer will be considered and decided by the bank based on the customer's level of compliance with the current credit conditions of the State Bank of Vietnam and the Bank for Investment and Development of Vietnam. The loan amount, loan interest rate, and specific policies for each customer will be agreed upon between the bank and the customer depending on the customer's equity, financial capacity, repayment period, collateral, and other specific factors. In addition, when customers are eligible for the credit support program, they will enjoy preferential services such as: Free account opening; Free ATM card and credit card issuance; Free use of BSMS services for the first 6 months.
