In Thai Hoa town, due to rising flood waters, many areas were flooded. In Thanh Chuong district, a locality heavily affected by storm No. 4, the Thanh Chuong District Military Command mobilized officers, employees and motorboats to evacuate people in flooded areas to safety and search for two people who had slipped and drowned while releasing fish in Ngoc Son and Thanh Yen communes. In Quynh Luu district, due to the impact of storm No. 4 in Cau Giat town and some communes, heavy rain caused some houses to be flooded. To help people overcome the consequences of floods, the Quynh Luu District Military Command mobilized more than 200 militia officers and soldiers to help people evacuate the elderly and children, move assets to safe places and reinforce the landslide spillway. Lieutenant Colonel Ho Minh Tuan - Political Commissar of the Quynh Luu District Military Command said: The Quynh Luu Military Command advised the District Flood and Storm Prevention and Search and Rescue Command to strengthen inspections of vulnerable areas, assign forces to block areas at risk of landslides, spillways... Over the past few days, there has been heavy rain in Dien Chau district with an average rainfall of 300mm, up to nearly 400mm in some places. The amount of water has caused many sections of National Highways 48, 7A, and 7B to be deeply flooded. Heavy rain has also caused local flooding of thousands of houses. Two communes had to let students stay home from school because the road to school was cut off.
