(Baonghean) -Identifying the important role of marine economy in economic development, over the years, Quynh Luu has paid attention to reorganizing production in offshore seafood exploitation.

In addition to the task of building and implementing a plan for the occupational structure in accordance with aquatic resources; allocating fishing vessels to each sea area for localities on the basis of harmonizing interests, the issue of fisheries service infrastructure is always of concern to Quynh Luu district. Although the budget is still limited, the district has tried to mobilize resources to upgrade infrastructure, wharves, and logistics services. However, compared to the potential and needs, the fisheries service infrastructure in Quynh Luu has not yet met the needs of the people.

The anchorage area in Lach Thoi (Son Hai commune) is as busy as a neighborhood. Along Lach Thoi, convoys of cars carrying gasoline and ice continuously come in and out, and electronic repair and welding kiosks along the dike road along the creek are equally busy. It is a day to avoid the storm, so fishermen anchor their boats, prepare to gather materials, and repair their boats to prepare to go to sea, making Lach Thoi unusually bustling. From the creek bank to the anchorage is about a few dozen meters, temporarily joined by people using small rotten tree trunks. Trying to anchor his boat, Mr. Dau Thanh Dong in Son Hai commune said that although it looks busy, in fact, people feel suffocated and overloaded with Lach Thoi. The creek is silted up, large ships cannot dock, and fishing boats returning have to wait to come ashore, often colliding with each other.

At other boat mooring points such as Lach Quen and Quynh Nghia bridge area, overloading is also happening frequently. With a fleet of nearly 1,200 fishing boats, including large vessels of 400 - 760 CV, the problem of boat mooring in Quynh Luu district has long been a difficult one. Mr. Nguyen Xuan Dinh - Head of the Department of Agriculture of Quynh Luu district said that the mooring areas in the district can only meet 30 - 40% of the demand, some isolated points along communes such as Quynh Tien and Son Hai have also been used by fishermen but the efficiency and safety are not high. Currently, fishermen in the region are looking forward to large-scale boat mooring projects such as Lach Con (nearly 100 billion VND) which is under construction, Lach Quen mooring area phase 1 has been completed, and Lach Thoi mooring area has been organized for bidding...

In the planning, Quynh Luu has Lach Quen and Lach Con fishing ports. Lach Quen fishing port was invested in 1998 - 2000 under the National Defense's island program. Currently, Lach Quen port is also the largest port, the anchorage of nearly 1,000 offshore fishing boats of Tien Thuy, Quynh Nghia, Quynh Long, Quynh Thuan communes. At this fishing port, the district is promoting the construction of a concentrated processing area, a number of enterprises have registered to invest. In particular, Lach Con fishing port (Quynh Phuong) has not been adequately invested. Through surveying these fishing ports, we found that they are still small ports, not meeting all the needs of fishermen such as: Ship anchoring posts have not been built enough; means of transport are difficult to enter the port, the wastewater treatment system has not met the requirements, the auxiliary service system at the port is weak and lacking. Therefore, many illegal wharves have appeared in Tien Thuy and Quynh Thuan communes. These illegal bus stations do not ensure environmental hygiene or security in the area and are increasingly overloaded and cramped.

To improve fishing efficiency, in addition to the infrastructure requirements for boats to anchor, shelter from storms and a fishing port system that meets the needs, fishing service facilities must also be given synchronous attention. In recent years, Quynh Luu has had many businesses providing marine services, from supplying gasoline, ice, and fresh water. Processing facilities are also diverse, in addition to the Quynh Luu 2 Import-Export Frozen Factory, there are 3 fish meal processing factories; the frozen storage system in Quynh Di, Quynh Phuong (now in Hoang Mai area but also serving the neighboring areas), drying, and processing fish sauce are also very rich in Quynh Luu.

However, the onshore services are mainly spontaneous, lacking connections leading to difficulties in product consumption, affecting production efficiency. At Lach Quen fishing port - the district's largest fishing port, there are only about 4 agents and a few dozen facilities specializing in collecting seafood. Mr. Nguyen Duc Canh in hamlet 8 (Son Hai) said that the logistics services on land are not guaranteed, so we fishermen also have to sell to offshore traders. At sea, of course, we buy in bulk without selection and processing, causing fishermen, for immediate profit, not to pay attention to preserving the quality of the fish but only to catch large quantities. Talking about the onshore purchasing connection, Mr. Canh said that it is mainly a matter of buying and selling, the role of the organization is not as strong as at sea.

Discussing this issue, Mr. Tran Huu Tien - Deputy Director of the Department of Agriculture and Rural Development said that, in the short term, to overcome the current shortage of anchorage, the district needs to have a plan to arrange schedules to release goods as quickly as possible. The anchorage area is mainly to avoid storms, but in circumstances where it is not yet available, it should also be used as a fishing port; when there are storms, priority should be given to large ships, small ships can be pulled ashore. One of the important tasks in developing the marine economy is the construction of fishery logistics services to support fishermen in exploiting the sea, linking the development of the marine economy with national security and sovereignty, improving the quality and value of products. Therefore, in the long term, Quynh Luu needs to have a comprehensive and modern planning and development of this field, first of all, synchronously developing the fishery service system associated with port infrastructure, fishing wharves, and boat anchorage areas. Organize well the fisheries services at sea and on land in the direction of strongly developing organizations and units supplying raw materials, fuel, purchasing products, and processing at sea to serve the requirements of developing offshore fishing.
