(Baonghean.vn) - Since the Government and the Ministry of Transport made a series of adjustments, vehicle inspection activities in Nghe An have fallen into a state of silence.

If in the past, many people had to wait for a whole month for their turn to be inspected, now many people only need to bring their vehicles in the morning and by noon they can receive their vehicles, and do not have to wait in line like before.

Mr. Nguyen Van Doan, residing in Kim Lien commune (Nam Dan), brought his car to the Inspection Center 37-10D, located next to Bac Vinh Bus Station, to register his car for inspection. He said: "This time, taking the car for inspection is much more convenient than the previous time. If before, I had to wait in line for 6-7 hours, now I only have to wait about 20-30 minutes to receive my car. I didn't even finish a cup of coffee before it was done."

Mr. Pham Van Hieu - in charge of Inspection Center 37-10D said: Currently, the unit has 2 mixed motor vehicle inspection lines, enough to meet the inspection needs of the people. However, because newly manufactured, assembled or imported vehicles no longer need to be inspected, plus people can extend the inspection cycle online for personal vehicles and non-business vehicles, the number of vehicles coming to the inspection center is very low. Currently, on average, Inspection Center 37-10D conducts inspections for about 15-17 vehicles of all types per day, this is too small a number for a unit with 2 lines.

According to our research, there are currently 10 Motor Vehicle Inspection Centers in the province, including: 37-01S, 37-02S (all under the Nghe An Motor Vehicle Inspection Center managed by the Department of Transport); 37-03D, 37-04D, 37-05D, 37-06D, 37-07D, 37-08D, 37-09D, 37-10D (private units) distributed in districts, cities and towns in Nghe An province, with 14 inspection lines (2 type I lines, 12 type II lines), 37 senior inspectors, 21 inspectors and 40 professional staff. The average capacity of the units is 1,120 vehicles/day, enough to meet the needs of individuals and organizations in Nghe An province.

Due to the decrease in the number of vehicles coming for inspection, some private inspection centers are still in a situation where they do not meet their targets and the number of vehicles compared to the existing production line and the current team of inspectors. The decrease in the number of vehicles coming for inspection means that their revenue is affected, but many centers said that they still have to maintain the current number of employees and inspectors. Because according to the assessment, at the end of this year, when the extended cycle ends, the number of vehicles coming for inspection is likely to increase again. Meanwhile, recruiting and training a certified inspector who can do the job proficiently takes a lot of time.

Mr. Ha Tien Son - Deputy Director in charge of Nghe An Motor Vehicle Inspection Center (the unit managing the two inspection centers 37-01S and 37-02S), said: The average number of vehicles coming for inspection each day has decreased by 1/3 compared to the previous period. At the 37-01S facility located on Phan Boi Chau Street (Vinh City), it was recorded that only about 40 vehicles came for inspection each day. Mr. Son said that for now, the unit does not have to cut staff, hoping that after the inspection extension period ends, the demand will return. Otherwise, cutting staff is inevitable.

Impact of adjustment

Faced with difficulties and shortcomings in vehicle inspection at the end of 2022 and the beginning of 2023, in March 2023, the Government and relevant ministries and branches simultaneously came up with solutions to "resolve difficulties" for vehicle inspection activities. Specifically, on March 21, 2023, the Ministry of Transport issued Circular 02 amending and supplementing a number of articles in Circular No. 16/2021/TT-BGTVT of the Minister of Transport regulating the inspection of technical safety and environmental protection of road motor vehicles. The most prominent point of this Circular is that newly manufactured, assembled cars and unused imported motor vehicles will be exempted from first-time vehicle inspection. This has contributed to reducing a large number of new cars coming to vehicle inspection centers.

On June 3, 2023, the Ministry of Transport continued to issue Circular 08 amending and supplementing a number of articles of the above Circular No. 16, following a simplified procedure. From June 2023, passenger cars with up to 9 seats that are not used for transportation (with a production period of up to 7 years and a production period of 13 - 20 years) that have been granted a Certificate and Inspection Stamp before March 22, 2023 and are still valid for inspection as of June 3, 2023 will have their inspection cycle automatically extended according to the new cycle prescribed in Circular 02/2023/TT-BGTVT.

In accordance with Circular 08, the inspection agency will automatically issue a Certificate of Validity of the Certificate and Inspection Stamp for the above vehicles without the vehicle owner having to bring the vehicle to the inspection center for re-inspection (online renewal). This has contributed to fundamentally solving the congestion in motor vehicle inspection, helping people and businesses save time and effort in traveling to complete inspection procedures.

Just a few days later, the Government issued Decree No. 30/2023/ND-CP dated June 8, 2023, amending and supplementing a number of articles of Decree No. 139/2018/ND-CP dated October 8, 2018 regulating the business of motor vehicle inspection services. Decree 30 was issued with the aim of both tightening a number of regulations to enhance the effectiveness and efficiency of State management and improve the quality of inspection activities, but at the same time adjusting a number of regulations to maximize the mobilization of resources for motor vehicle inspection to better meet the inspection needs of people and businesses.

In particular, the abolition of the regulation on controlling the number of vehicles inspected per day by the inspection unit has contributed to promoting the initiative, flexibility and creativity of the inspection units in improving work and increasing labor productivity. Previously, each inspection line in 1 day (8 working hours) could only perform a maximum of 90 vehicles for the type I line (inspecting vehicles with a mass distributed on each single axle up to 2 tons) and a maximum of 70 vehicles for the type II line (inspecting vehicles with a mass distributed on each single axle up to 13 tons). Now, the inspection centers are allowed to inspect an unlimited number of vehicles, as long as they have enough human resources and equipment to ensure the inspection is carried out according to regulations.

A representative of the Nghe An Department of Transport said: After the Government and the Ministry of Transport made breakthrough adjustments, the Department also directed the Inspection Centers to stabilize the organization of the units, arrange personnel for inspectors and professional staff appropriately to carry out inspection work to ensure quality and efficiency in serving people and businesses. In particular, the Department also requested units to increase overtime on peak days to meet the needs of people and businesses in motor vehicle inspection.

The change in related policies has contributed to reducing the pressure on inspection activities. However, along with the positive impacts, there are also limitations. This is a problem that requires the centers to arrange and organize work appropriately. They must ensure to retain staff while maintaining operations to meet the increased demand for inspections./.
