Recently, police in many provinces and cities across the country have continuously investigated and discovered manyviolations in registration activities, dozens of defendants including directors, deputy directors, and inspectors were prosecuted and temporarily detained. Immediately after that, a series of inspection centers in the southern and northern provinces were forced to temporarily suspend operations for investigation. This has had a significant impact on inspection activities in general. In some localities, at the end of the year, people flocked to inspection centers that were still operating for inspection, causing congestion.

In Nghe An, according to our records, vehicle inspection activities at the centers are still taking place normally. However, at some times, due to the large number of vehicles coming for inspection, there has been congestion at some centers. Meanwhile, people are often reluctant to travel to other centers that are further away.
In some centers, because some localities in the south and north were forced to temporarily close, many people who returned to their hometowns for Tet also took the opportunity to bring their vehicles for inspection. Mr. Nguyen Huu Thuan, who is working in Hanoi, took the opportunity to return to his hometown for Tet to bring his vehicle to the Nghe An Motor Vehicle Inspection Center (main office), located on Phan Boi Chau Street (Vinh City) for inspection. Mr. Thuan said, "My vehicle's inspection is almost over, because in Hanoi there has been congestion at the inspection centers in recent days, so I took the opportunity to return home early for Tet and bring my vehicle for inspection."

In Nghe An, there are currently 9 vehicle inspection centers. Of these, 2 are managed by the State and 7 are managed by enterprises.
A few days ago, at the 37.02S Motor Vehicle Inspection Center (the second facility of the Nghe An Motor Vehicle Inspection Center), there was a traffic jam of vehicles coming for inspection, because the number of cars entering the two production lines of this facility was overloaded. Therefore, some vehicles were directed to other centers or had to accept waiting for many days, even after Tet, to be able to be inspected.

Talking to us, Mr. Dang Thanh Duong - Head of Administration - General Department, Nghe An Motor Vehicle Inspection Center said that currently, according to regulations, vehicle owners can bring their vehicles to any center in the country for inspection. However, at this time, the number of vehicles for inspection is relatively large, while according to regulations, the center's 2 inspection lines can only handle a maximum of 140 vehicles per day. Therefore, some vehicles have to wait many days for their turn.
According to Mr. Duong, to make the inspection process quick and avoid the situation where some technical requirements are not met, the car owner needs to check the car carefully when bringing the car for inspection, and should go to the company or garage to have the car serviced in advance. In addition, it is also necessary to know the inspection schedule of their car, and limit going for inspection during peak periods such as holidays and Tet.
In particular, many truck owners do not have a good understanding of technical factors, so they often install, modify, and add many devices such as lights and tires that do not meet technical standards, so when they go for inspection, they are returned for repair. Some trucks have extended bed walls, and installed covers and tarpaulins that do not meet regulations.

Regarding motor vehicle inspection activities, in Nghe An, from November 7, 2022, the Nghe An Department of Transport Inspectorate also inspected2 motor vehicle inspection centers were finedare: Motor Vehicle Inspection Center 37-09 D in Quan Bau Ward (Vinh City) and Motor Vehicle Inspection Center 37-08 D in Hung Nguyen District, with the amount of 16 million VND. At these 2 facilities, through inspection, the authorities discovered a number of violations such as: Not publicly posting inspection procedures and processes; Incomplete storage of inspection records.

In response to the violations of many motor vehicle inspection centers in the Southern and Northern provinces, strictly implement the direction of the Ministry of Transport and the Vietnam Register. Recently, on December 30, 2022, Nghe An Department of Transport also issued Document No. 4528 to the Motor Vehicle Inspection Centers in the province.
The Department of Transport requires units to strictly implement the regulations of the Government, the Ministry of Transport and the instructions of the Vietnam Register in the work of technical safety inspection and environmental protection of road motor vehicles. At the same time, thoroughly educate all officers, civil servants and employees in the inspection center to enhance their role and personal responsibility, strictly follow the regulations and procedures in the inspection of each vehicle. Absolutely do not have negative behavior, harass and cause trouble for customers, distort the inspection results and take full responsibility before the law for the inspection results.
The Department of Transport also requires the Inspection Centers to ensure stable operation, provide inspection services and have effective measures to effectively address the inspection needs of the people, such as arranging overtime when necessary, arranging the inspection process at the center reasonably to reduce waiting time, and quickly release vehicles. Advise and promptly inform people and businesses about proactive maintenance and repair, proactively schedule and place inspections to reduce congestion. Promote the application of information technology to support people and organizations in scheduling inspection registration.
