The incident occurred at noon on October 31st, at a family's home in Ben Thuy ward, Vinh City.

When his grandfather saw 11-year-old Le Cong Th. playing with a hand grenade at home, he asked him what was wrong, and the boy said he borrowed it from a classmate. A short while later, the plastic grenade unexpectedly exploded, injuring Th. in his left hand and chest. Tran Thuy L., 16, who was playing nearby, was also injured in her right thigh.

Immediately after receiving the information, the Ben Thuy Ward Police in Vinh City arrived at the scene to investigate the incident.
