Bringing voters' thoughts and aspirations to the Provincial People's Council "parliament"

With the responsibility of elected representatives in maintaining close contact and listening to voters' opinions, before the 25th session of the 18th term of Nghe An Provincial People's Council, term 2021 - 2026; a number of provincial and district People's Council delegates brought voters' thoughts to the session related to the policy mechanism to promote socio-economic development as well as to resolve difficulties and pressing issues from practice.

Currently, the Nghe An Education and Training sector is focusing on promoting the implementation of the 2018 general education program. The most important factor to ensure that this work is implemented effectively is human resources. However, in mountainous districts and ethnic minority areas, including Tuong Duong district, there is a shortage of foreign language and information technology teachers and recruitment is extremely difficult.

Specifically, the whole district is currently lacking 15 foreign language teachers and 12 IT teachers according to the regulations on the ratio of subject teachers/class. Due to the geographical distance between localities and schools, combined with the mountainous terrain, difficult transportation; therefore, the arrangement of teachers to teach inter-school and inter-level is difficult to implement. From the above reality, it is recommended that the province study and develop preferential policies in recruitment to attract foreign language and IT teachers to work in mountainous districts to meet the demand for teachers/class for the two subjects of English and IT.

Along with the lack of teachers, in recent times, Tuong Duong district has also been very determined to arrange and move remote schools to central schools to ensure conditions and equality in learning for primary school students, while implementing the 2018 general education program with a total of 18/19 schools in the whole district.

Bringing students from remote schools increases the number of students at the central school, creating pressure on facilities for schools, especially the lack of classrooms, dining rooms, and boarding rooms for children. Currently, many schools are applying the conversion of subject classrooms into boarding rooms, kitchens, and dining rooms for boarding students; in addition, the auxiliary facilities serving students have not met the requirements. In particular, some schools such as Huu Khuong Primary Boarding School for Ethnic Minorities; Nhon Mai Primary Boarding School for Ethnic Minorities; both dining rooms and student accommodation have not met the requirements...

Therefore, it is recommended that the province prioritize allocating resources to improve facilities and equipment for schools, especially for ethnic minority boarding schools and schools with boarding students in Tuong Duong district.

The terrain of Quynh Luu district is divided into 3 regions, associated with the development orientation of 3 distinct economic regions: marine economic region, rice - vegetable and fruit agricultural economic region and citrus fruit region.

Over the past time, the Party Committee, the government and the entire political system of the district have persistently directed to realize that economic development orientation, ensuring that people's incomes are increasingly raised. However, in industrial development, the locality is facing difficulties. Although the district has planned and built a number of industrial clusters, such as Quynh Chau industrial cluster, Quynh Hoa industrial cluster, Quynh My industrial cluster and Quynh Thuan fishing logistics service area; but up to this point, it has not attracted investors.

On the other hand, Quynh Luu is a locality with advantages for developing the marine economy, but due to increasingly narrowing fishing grounds, increasing fuel prices and slow investment in marine tourism infrastructure due to lack of funding, it is also facing difficulties.

To create conditions for the locality to promote its existing potential and advantages; voters of Quynh Luu district proposed that the province consider and put Quynh Luu district into the province's key investment attraction area associated with the Nam Thanh - Bac Nghe development axis; thereby actively introducing investors to learn about and invest in building industrial clusters, investing in projects that use a lot of labor; at the same time, have specific policies in developing aquaculture and investing in marine tourism infrastructure, making Quynh Luu a destination in Nghe An's tourism itinerary.

In addition to paying attention to creating economic development policy mechanisms, voters of Quynh Luu district also hope that the province will pay attention to calling for and attracting investment in waste treatment plants, in order to solve the pressing problem of household waste, causing environmental pollution, affecting the lives and health of the people. Currently, Quynh Luu district has planned the location and previously there were businesses investing but did not implement the project so the province canceled the investment policy.

Issuing and exchanging land use right certificates for people is one of the pressing issues; it has been reflected by voters in most communes in Nghi Loc district many times at voter meetings of elected representatives at all levels.

The biggest problem now is the difference between the current state of land that people are using and the cadastral map. Besides the reason that people donate land to build roads, cultural houses; including the process of use, people encroach; there are many cases due to previous cadastral map measurements being wrong, because there are cases where the land has been used stably since before 1990 until now, the cadastral map was measured in 2008, but now the benchmark is returned and it is wrong even though the shape of the land plot has not changed.

This leads to difficulties for people in issuing and exchanging land use right certificates and being unable to separate plots and transfer them, affecting the rights of the people themselves. At the same time, the State management of land in localities is also limited. Therefore, it is recommended that the Provincial People's Committee direct the Department of Natural Resources and Environment to conduct a comprehensive review and have a plan to re-measure and issue new land use right certificates to people according to the current land use status.

Along with the work of issuing and exchanging land use right certificates, in Nghi Loc district, the problem of environmental pollution with foul odors and leachate often occurs at Nghi Yen landfill, especially when it rains heavily, the separation bank often breaks and the leachate is dumped into Nha Le canal, causing frustration and affecting people's lives. Although Nghi Loc district People's Committee has repeatedly made recommendations to the Provincial People's Committee and related agencies, it has not been completely resolved.

Currently, the Provincial People's Committee is continuing to survey the proposed expansion of the Nghi Yen Landfill project; therefore, before considering the expansion, it is recommended that the province and provincial-level sectors thoroughly handle the environmental pollution problem at the landfill; at the same time, it is necessary to strictly control and regulate the areas where waste is treated at the Nghi Yen landfill.
