Boldly delegate work to young people

However, in Anh Son district, many villages and hamlets have young comrades who have been entrusted with the important responsibility of Party cell secretaries. These are the "nuclei" to supplement the source of cadres at the grassroots level...

Binh Son Commune is located on the left bank of Lam River, with complex terrain, divided by hills, mountains, and streams. In recent years, the Party Committee and people of the commune have promoted the spirit of overcoming difficulties, developing forest and sugarcane plantations, combined with rice fields and crops on alluvial land. The people's lives have therefore stabilized, attracting many young workers to stay in the locality to work, produce, and get rich right on their homeland. Faced with that "opportunity", Party cells have promptly trained and recruited active young people into the organization and have boldly "assigned work" with the responsibility of Party cell secretary. One of those typical examples is Secretary Ngo Van Thao, born in 1989 in Hamlet 7.

After finishing high school, Ngo Van Thao attached himself to the fields in his hometown, worked hard, produced and became an active factor in all movements of the village. With the training and guidance of the party members in the party cell, after a process of striving and training, in 2008, Thao was admitted to the party and became the youngest party member.

In the congress in early 2013, Thao was elected by the party members of the hamlet 7 party cell to hold the important position of secretary. Because of his young age and party membership, when he first took on this position, the new party cell secretary Ngo Van Thao was still hesitant, confused, and not really confident because he did not have much experience. However, with the help of party members, the encouragement of his family and the people, he gradually affirmed his ability in leadership and management, together with the party cell committee and the hamlet executive committee to strengthen mass mobilization work, promote the economic development movement, build a new and progressive life in the residential area. Confiding in us, comrade Thao modestly said: "I have just taken on the job, I have not done much yet. I am trying to learn, improve, and supplement my professional knowledge of party work to successfully complete the assigned tasks...".

Also one of the "8X" cell secretaries, comrade Nguyen Ngoc Thinh - hamlet 3 (Binh Son), born in 1987, was elected by party members to hold the position of cell secretary in March 2013. After 10 months of holding this position, comrade Thinh is somewhat more confident when he is enthusiastically supported by 10 comrades in the cell, the executive committee as well as the people in the hamlet. In his new position, the new cell secretary Nguyen Ngoc Thinh discussed with the cell committee to issue a thematic resolution on promoting new rural construction, increasing physical training, sports, cultural and artistic activities to create a vibrant atmosphere in the hamlet. Immediately after that, he and the executive committee went to each family to mobilize people to prepare resources to build hamlet traffic, carry out land consolidation and plot exchange, and focus on economic development. Exemplary, proactive, willing to learn, and open-minded, the "8X" Party cell secretary is gradually maturing and initially building trust among cadres, party members, and the people.

The entire Binh Son Party Committee has 20 Party cells, including 16 rural Party cells. According to statistics of the Commune Party Committee, the locality currently has 5 young Party cell secretaries born between 1980 and 1989. Comrade Duong Cong Ngoc - Secretary of the Commune Party Committee affirmed: “The terrain is divided and difficult to travel, so all activities need the strength of youth. Therefore, many Party cells have focused on training new, young, enthusiastic factors to take on the responsibility of secretaries. These are important factors contributing to promoting the socio-economic development movement in the locality, and are also the next generation to supplement the source of cadres for the grassroots. Realizing this, the Commune Party Committee has coordinated with the government and departments to strengthen the training of knowledge and skills for young Party cell secretaries so that they can perform their tasks well, overcoming limitations in experience and Party work. After the initial successes, we have oriented Party members and people in hamlets to focus on discovering young factors to take on the work of hamlets and villages. The Commune also oriented in the election of secretaries, The village chief must be under 50 years old...”.

In hamlet 1, Tuong Son commune, comrade Bui Cong Thang, born in 1984, has more than 2 terms as party cell secretary. After graduating from the Intermediate Transport Training Program and working in several areas, Thang returned to his hometown and worked with his family to develop the economy with a 10-hectare forest plantation model. With his hard-working and enthusiastic nature, Thang was soon trained by the party cell and admitted to the party. In early 2007, he was elected by party members as party cell secretary. Sharing about his time as the head of the Party cell, Comrade Thang said: “When I first received the assignment, I was very nervous because I was young, and the Party cell was full of long-time Party members, including some who were retired commune leaders. However, the encouragement and support of experienced Party members in the Party cell helped me progress and mature a lot. Up to now, I have become more mature in running the Party cell, and together with the hamlet executive committee, I have successfully implemented the assigned tasks...”.

Over 5 years as Party cell secretary, Bui Cong Thang and other Party members have trained and recruited 5 outstanding people into the Party. Along with that, he has mobilized people to promote production, economic development, hunger eradication and poverty reduction. Up to now, the whole hamlet has only 3/90 poor households; for 5 consecutive years, the hamlet has maintained the achievement of no family having a third child. Talking about his comrade, the deputy secretary of the Party cell of hamlet 1, Bui Cong Sinh, who is nearly 70 years old this year, said: “Comrade Thang has promoted his youth well, not only in the role of Party cell secretary but also as an example of hard work and economic development for the household. In all the hamlet's work, he is proactive and exemplary, both urging and directly participating in the implementation. He is also very diligent in learning and listening to the opinions of Party members and people in the hamlet to gradually improve himself.”

Anh Son district has 390 party cells, of which 253 are for rural areas. Sharing the same situation as many other localities, in recent years, the district has encountered many difficulties in developing young party members and creating a source of village cadres. Thanks to timely discovery and training of young factors remaining in the locality, many party cells have recruited many young party members and boldly nominated them as party cell secretaries. According to statistics from the District Party Committee's Organizing Committee, there are currently 15 young party cell secretaries in the area, born from 1980 onwards, concentrated in the communes of Binh Son, Cam Son, Cao Son, Duc Son, Lang Son, Tuong Son, Tam Son. Reality shows that young party cell secretaries are very dedicated and enthusiastic about the tasks assigned by the Party. They are always enthusiastic in economic development, exemplary in community activities and highly united with party members, executive committees and people to carry out all tasks at the grassroots level.

Comrade Thai Doan Huu - Deputy Secretary of Anh Son District Party Committee shared: “In the current situation, many young people in rural areas grow up to study, work and live far away. Therefore, training and recruiting young party members in rural areas and building young nuclei to become village party cell secretaries is considered a victory. The District Party Committee as well as the Party Committees of communes are actively training and fostering more knowledge and skills so that young party members in general and young party cell secretaries in particular can become more mature...”.

It can be seen that any locality that attracts young people to stay in their hometown is experiencing strong changes in awareness as well as socio-economic development. For Anh Son district, in recent years, the economy has been developing in the direction of promoting intensive cultivation of sugarcane gardens, tea hills along with livestock and poultry farming, gradually bringing sustainable economic efficiency. At the same time, the discovery, training, and admission of more young party members and having young comrades holding the important position of rural party cell secretaries is a signal affirming the belief of young people in the development of their hometown as well as being an important "nucleus" for the Party and mass movements at the grassroots level.
