On September 28, the Hanoi People's Court opened a trial of Nguyen Huy Long (born in 1988, residing in Ha Dong district, Hanoi), Jiang Yong (born in 1975), Yu Wei (born in 1984), all Chinese nationals, Hoang Thi Minh (born in 1972, from Hai Phong), Vu Thanh Quang (born in 1982, residing in Hai Ba Trung district, Hanoi) for the crimes of Using computer networks, telecommunications networks, the Internet or digital devices to appropriate property and Fraudulently appropriating property.

Accordingly, the People's Court sentenced Long to 22 years for two crimes; Yong to 9 years, Minh to 7 years and 6 months, Quang and Wei each to 7 years in prison.

According to the indictment, through the Internet and China's QQ chat network, Jiang Yong learned how to withdraw money from bank accounts and stole account information, so he bought a number of blank visa cards and a code-printing machine.

Yong downloaded the account information purchased online and entered it into a blank visa card. Then, he swiped the visa card into the POS machine (credit card payment device) to pay.

Yong agreed that if the money was withdrawn, he would pay a 35% commission. If the payment was not made, the information of another account would be overwritten. Unable to do so in China, Yong invited Yu Wei to Vietnam to connect with the POS machine installer to swipe the card for payment.

In December 2013, the two met Hoang Thi Minh in China and discussed with her about going to Vietnam to find someone to install a POS machine to use fake cards to swipe and steal money from the bank.

Through introduction, Minh met Nguyen Huy Long - Director of Khanh Minh Trading and Tourism Company Limited, Vu Thanh Quang is the head of department.

The two parties agreed to record the transaction as buying and selling embroidery paintings but did not calculate the price of the paintings.

For the successful payment, Long will receive 30%. The first two transactions in late December 2013, Yong and Wei successfully transacted nearly 200 million VND. Meanwhile, Quang came to withdraw an advance of 64 million VND.

Authorities determined that Yong and his accomplices had successfully carried out 73 transactions with a payment amount of more than VND5 billion. However, the bank did not disburse 67 transactions due to suspicion of fake cards, only accepting 6 transactions, with a total amount of VND432 million. When withdrawing VND64 million in advance, the group's actions were discovered and arrested.

Long confessed to buying the uniform on Le Duan Street, and the baton and handcuffs in Lang Son. Long used the police uniform and these supporting tools to impersonate a police officer. Long introduced himself as the son of a leader in the Ministry of Public Security to receive nearly 2.3 billion VND to pay for 8 cases to study police.

In the case, the court determined that Long was the mastermind and dangerous. The remaining defendants were accomplices. The trial panel believed that the two Chinese defendants should be considered for a reduced sentence under the penalty framework reflecting Vietnam's humanitarian policy. As for defendant Long, his family has recovered all the money he embezzled, so the court also considered a partial reduction in criminal responsibility./.
