Ambiguous admission information
For many years, the Vietnam - Australia College (Vinh City) has cooperated with Saigon University to enroll students in the Accounting major. The Accounting major that Vietnam - Australia College of Vocational Education has just recruited students for on November 17 and 18, 2012 is the 6th class that the school has cooperated with Saigon University. After 5 previous training courses, there have been 600 students enrolled, of which the first course is preparing to graduate. Entering this course, candidates who have just submitted their application cannot help but wonder because the school's enrollment announcement clearly states the content such as the training major, training time but does not clearly state the training form.

Faced with this “ambiguity”, a candidate said: “There are many students graduating from Accounting nowadays, so to get a job, a degree is very important. Previous courses clearly stated that students will be awarded a regular degree after graduation. That is why we applied to study at this school. But now it is not clear.” This concern of the candidate is not without basis because after November 14, 2011, when the Ministry of Education and Training issued Document No. 7628/BGDĐT – GDĐH on “rectifying university and college training linkages”, it was stipulated: “Only link enrollment and joint training at vocational secondary schools, colleges, universities or provincial continuing education centers and only grant graduation certificates in the form of studying and working”. Thus, from this document onwards, any school that organizes joint training for colleges and universities will only be allowed to grant university degrees in the form of part-time study. If schools that provide joint training grant regular degrees, it is against the regulations.

Studying related documents of the Ministry of Education and Training, it is known that, in addition to Document No. 7628 above, the Ministry of Education and Training also previously issued Decision No. 41/2008/QD - BGDĐT promulgating Regulations on joint training at intermediate vocational, college and university levels. Accordingly, if you want to organize joint training, the training host unit and the training coordinating unit must meet many requirements. In particular, in the training joint contracts, it is necessary to fully show information about the activities taking place throughout the training process such as training time, training form, recruitment form, and recruitment objects.
However, the process of cooperation between Saigon University and Vietnam - Australia Vocational College has some information that has not been clearly stated. The training form (part-time study or full-time) is not stated in the memorandum of understanding between the two schools. Also because it is not clearly stated, the announcement of enrollment for the 4th round of university transfer classes in 2012 (located at Vietnam - Australia Vocational College) announced by Saigon University also does not clearly state the training form. This is unusual and different from other transfer courses posted on the official website of Saigon University, because all courses clearly state the training form, part-time study or full-time.
In response to the above concerns, we have worked with the Board of Directors of the Vietnam - Australia Vocational College. The documents show that the association between Saigon University and the Vietnam - Australia Vocational College is legal and has been approved by the Department of Education and Training. The Vietnam - Australia Vocational College also has sufficient conditions and facilities to serve teaching, practice classrooms, and internships in accordance with regulations.
Regarding the lack of complete information for candidates, teacher Nguyen Van Dinh - the school's principal said: "As a training association, our responsibility is to fully prepare the conditions for facilities, monitor and supervise the implementation of the training plan, and teaching and learning order. The failure to post complete information for candidates to understand and grasp is partly the responsibility of the training host unit. However, with our role, we also recognize the shortcomings of not fully informing candidates, leading to the above questions.
After the above incident, we also gave our opinion to the Board of Directors of Saigon University and the Board of Directors confirmed that teaching interdisciplinary at provincial vocational secondary schools will only grant graduation certificates in the form of studying and working. This decision will also be clearly announced to students before they enroll.
Thus, providing full information to candidates before each admission period is a mandatory requirement for both regular and joint courses. In light of this reality, the Nghe An Department of Education and Training is establishing an inspection team to inspect teaching and learning at training-linked institutions. After this inspection, teaching and learning will be rectified, and there will be no regrettable questions like the one at the Vietnam-Australia Vocational College as above.
