Luggage theft at the airport: Investigate the responsibility of the unit's head
In order to protect customers' luggage and goods and prevent and eventually eliminate luggage theft, the Civil Aviation Authority of Vietnam (Ministry of Transport) has just issued a plan to prevent and combat theft of checked baggage, air cargo, and aircraft fuel in 2015, emphasizing the responsibility of leaders at all levels of units in the industry.

Accordingly, the Civil Aviation Authority will review and re-evaluate all employees involved in baggage, cargo, and aircraft fuel services; conduct background checks and verification before recruitment; and have specific regulations on internal security control responsibilities for each level and each leader of each department and unit, especially leaders directly managing employees.
The Department also introduced preventive security measures such as strengthening inspection of people and internal vehicles entering and exiting restricted areas of airports, especially those directly involved in serving luggage and goods; strengthening inspection and supervision by technical means such as 24/7 camera surveillance systems, journey tracking devices, etc.
Units supplying fuel to aircraft; airline representatives at airports shall conduct statistics on theft of property in cargo, including passenger complaints and reports of damaged or lost luggage and goods; and shall increase information and propaganda for passengers on regulations, procedures for complaints, lawsuits and compensation in case of loss or misplacement of luggage and goods during transportation.
In addition, the Civil Aviation Authority coordinates with functional units of the Ministry of Public Security to open special projects on theft of luggage and goods, regularly exchanging information on potential thieves and their methods and tricks to take strict measures to handle violations.
