Lost billions because of falling into the 'job running' trap

Fraud in the form of job applications is not a new trick, however the subjects know how to hit the psychology of job seekers so the "prey" can easily fall into the trap.

Each "staff position" in a state agency, or a job in a prestigious unit is promised to be "run" for a price ranging from several tens of millions to hundreds of millions of dong. However, most people end up losing money and being in debt. Typical examples are the two recent cases that Vinh Yen City Police, Vinh Phuc Province, clarified.

In early September 2015, at the headquarters of Vinh Yen City Police, Vinh Phuc Province, many people came to visit, most of them were women - they were victims in 2 cases of "Fraudulent appropriation of property" that Vinh Yen City Police was handling. According to Colonel Truong Ba Khanh, Chief of Vinh Yen City Police, the subjects in the job fraud case had no social status, even no jobs, and fabricated their own "power" as well as their relationships.

Summoned to the investigation agency, Cao Thi Mai Ngoc (30 years old), residing in Vinh Tuong district (Vinh Phuc) was very talkative, she did not admit to the fraud, only accepted to borrow money from the victim and then would pay it back...

To calculate the move when the victims did not see the recruitment agency calling them to work, each time Ngoc received money, he used tricks in the form of a loan document (written by hand) with the signature of a witness. However, "a thick orange peel has sharp nails", when receiving a job application from Ms. Vu Thi N., residing in Lien Bao ward (Vinh Yen) for her daughter to be recruited into the Vinh Phuc Provincial Police, for 150 million VND, Ms. N.'s daughter recorded the entire story related to Ngoc receiving the application to be recruited into the Police.

An investigator said that in an economic case, there must be clear evidence for the subjects to admit their actions. The seizure of the recording of Mrs. N's family is very important. After sending the Ministry of Public Security's Institute of Criminal Science to request a sound examination, Vinh Yen City Police concluded that the voice in the recording file belonged to Cao Thi Mai Ngoc. Faced with this evidence, Ngoc admitted her actions.

Accordingly, around 2013, through acquaintances, Ngoc met Ms. Tran Thi T., who was working at a Department in Vinh Phuc province. She made up a story about being the adopted daughter of a Deputy Director in the Public Security sector... with wide connections, able to apply for a position at Vinh Phuc Provincial Police with an amount of 150 to 170 million VND; Vinh Phuc Fire Prevention and Fighting Police from 80 to 150 million VND; Phu Tho Provincial General Hospital depending on the position with an amount of 90 to 120 million VND.

If Ms. T. has relatives, she should apply because this place is very secure and the price is cheap because of the diplomatic quota... Seeing that Ngoc has relatives holding high positions in the police, Ms. T. trusts her very much, even though she does not provide any evidence to prove this.

Upon arriving at the office, Ms. T. told Ms. Kim Hong T. and Tran Thi Ng., then told the information to Ms. Vu Thi N. Accordingly, these victims told the above information to Ms. Nguyen Thi Thanh V., Mr. Nguyen Trung T. and Mr. Tran Cong H. The victims continued to seek help from Ngoc, including 2 officers working at the Department where Ms. T. worked.

To avoid the victim's suspicion, for each job application, Ngoc asked for 50% of the money in advance as a fee, and the remaining 50% would be received when the decision to go to work was made. The subject was still cunning, after receiving the job application and half of the money, Ngoc would return this amount with the notice "There is no quota for the Police yet" but still keep the application so she could send it on time. A few days later, Ngoc proactively called the victim to say that she had made a decision to go to work, and asked the victim to bring the total amount of money she had asked to "run" the job. Up to this point, Ngoc had defrauded 6 victims with a total amount of over 400 million VND.

During the process of handling the case of Cao Thi Mai Ngoc, Vinh Yen City Police also clarified the case of "Fraudulent appropriation of property" by Nguyen Van Binh (43 years old) and his wife Nguyen Thi Ngoc (36 years old), residing on Me Linh Street, Yen Bao Ward, Vinh Yen City, who defrauded dozens of victims of 3.6 billion VND with the promise of getting jobs for the victims' children and siblings to work at State agencies in Vinh Phuc province.

At the investigation agency, Nguyen Van Binh stated that when he was working as a driver, he met many customers with positions on the bus... While talking, these people "revealed" to him about job recruitment. After he stopped driving, Binh and his wife planned to commit fraud. Binh impersonated an officer of the Department of Agriculture of Vinh Phuc province, providing a lot of information and relationships with leaders of agencies and organizations in the province, with the ability to get jobs and positions at the Provincial General Hospital and Viettel for a price of 180 million to 200 million VND.

The first person to fall into the “trap” of Binh-Ngoc couple was Ms. Nguyen Thi H. (29 years old), residing in the Administrative Area, Lien Bao Ward (Vinh Yen). With the money she saved and borrowed from the bank, Ms. H. was able to gather 180 million VND to give to Binh to run for a position at the provincial Department of Health.

Along with Ms. H., the police also clarified that there were more than 30 other victims who had been scammed by Binh. Every time he received money, Binh wrote and signed the loan papers and receipts confirming the receipt of money to apply for official positions for the victims. However, after handing over money to Binh and Ngoc to "run" a job without results, many people came to ask for their money back, but Binh and Ngoc refused to pay, trying to avoid...

According to Vinh Yen City Police, the investigation agency has prosecuted Cao Thi Mai Ngoc for the act of "Fraudulent appropriation of property". Because the subject is raising a child under 36 months old, the investigation police agency applied the preventive measure of prohibiting her from leaving her place of residence.

Along with that, the investigation agency has prosecuted and detained Nguyen Van Binh for the act of "Fraudulent appropriation of property", while Binh's wife was released on bail to compensate the victims. It is known that the subjects used the money they appropriated for personal purposes and spent it all.
