Exemption from registration fee until June 30, 2016 for unregistered electric motorbikes
The Prime Minister has just given instructions on how to handle electric motorbikes in use that have not yet completed registration procedures.

Specifically, the Prime Minister agreed to exempt registration fees until June 30, 2016 for electric motorbikes in circulation that have not completed registration procedures when vehicle owners go to the police agency to register ownership and usage rights.
The Prime Minister assigned the Ministry of Public Security to decide, within its authority, and provide guidance on the exemption of documents and certificates when carrying out registration procedures for electric motorbikes in circulation that have not yet completed registration procedures by June 30, 2016, including: Invoices and documents for vehicle purchase and sale; Certificate of technical safety and environmental protection quality (for imported vehicles) or Certificate of quality inspection of road motor vehicles (for domestically produced and assembled vehicles).
The Ministry of Finance shall decide, within its authority, and provide guidance on exemption and reduction of registration fees until June 30, 2016, for electric motorbikes in circulation that have not yet completed registration procedures when vehicle owners complete procedures to register ownership and usage rights.
The Ministry of Information and Communications directs media agencies to organize propaganda so that people and businesses clearly understand and comply with legal regulations related to registration and inspection of electric motorbikes.
Currently, electric motorbikes and electric bicycles are increasingly popular across the country, especially in large cities. According to the Traffic Police Department, if electric motorbikes do not have a license plate, they are not allowed to circulate on the road, similar to other motor vehicles. If violated, they will be punished according to Decree 171/2013/ND-CP of the Government. However, in reality, the registration of electric motorbikes has not been thoroughly implemented, most users still ride on the streets every day without a license plate.
