Free registration for motorbikes and electric motorbikes until June 30
Before June 30, when registering electric motorbikes and electric scooters, people will be exempted from registration fees, invoices, vehicle purchase documents and certificates.
The National Traffic Safety Committee said that according to the provisions of Circular No. 54/2015/TT-BCA dated October 22, 2015 of the Ministry of Public Security on registration and license plate issuance for electric motorbikes and electric scooters, effective from December 6, 2015, from December 7, 2015 to June 30, 2016, owners of electric bicycles and electric scooters must register their license plates if they want to use their vehicles to participate in traffic.

After the above period, if the vehicle owner does not register and uses the vehicle in traffic, it is a violation of the law and will be punished.
Therefore, from now until June 30, 2016, when registering electric motorbikes and electric motorcycles, people will be exempted from registration fees, invoices, vehicle purchase documents, and quality certificates from the Vietnam Register.
To register an electric motorbike, the vehicle owner needs to prepare the following documents and procedures for vehicle registration: Vehicle registration declaration; Photocopy of household registration book; Photocopy of household registration book (in case the vehicle owner is an individual); letter of introduction from the agency or organization (in case the vehicle owner is an agency or organization); ID card or Citizen Identification card of the person registering the vehicle; in case the vehicle owner is an individual, present the original household registration book for comparison.
Also according to the National Traffic Safety Committee, according to the 2008 Road Traffic Law, electric motorbikes and electric motorcycles are road motor vehicles and must be registered and have license plates issued by competent authorities.
From July 1, 2016, driving an electric motorbike or electric scooter without a license plate will be subject to a fine of 300,000 - 400,000 VND and the vehicle will be detained for 7 days (according to Decree 171/2013/ND-CP)./.
Circular No. 54 of the Ministry of Public Security stipulates that vehicle registration and license plate issuance only apply to electric motorbikes and electric motorcycles, and does not regulate registration and license plate issuance for electric bicycles.
