Exemption of irrigation fees for agricultural land allocated to poor households
(Baonghean) - On September 10, 2012, the Government issued Decree No. 67/2012/ND-CP amending and supplementing a number of articles of Decree No. 143/2003/ND-CP dated November 28, 2003 of the Government detailing the implementation of a number of articles of the Ordinance on Exploitation and Protection of Irrigation Works.
Notably, the regulation exempts irrigation fees for the entire area of agricultural land allocated or recognized by the State to poor households; agricultural land area for research and experimental production; area of land for annual crops with at least one rice crop per year; salt-making land area and agricultural land area within the agricultural land allocation limit for subjects such as: Households and individuals who are members of agricultural production cooperatives that have received stable land allocation from cooperatives and state-owned farms for agricultural production; households and individuals engaged in agricultural production have the right to use agricultural land and contribute their land to establish agricultural production cooperatives according to the provisions of law...
In addition, the Government also decided to adjust the irrigation fee collection level for rice-growing land in mountainous areas nationwide; Red River Delta; Northern Midlands and Northern Region IV; Southern Region IV and Central Coast; Central Highlands and Southeast from January 1, 2013. Specifically, the irrigation fee collection level for irrigation by motive power in mountainous areas nationwide is 1,811 VND/ha/crop, an increase of 1.7 times compared to present (according to the old regulation, it was 670 VND/ha/crop); for irrigation by gravity and combined with supporting motive power in mountainous areas nationwide is 1,539 VND/ha/crop, an increase of about 1.4 times compared to previous regulations...
In the Mekong Delta region alone, the collection rate remains at VND 1,055/ha/crop for irrigation by power, VND 732/ha/crop for irrigation by gravity and VND 824/ha/crop for irrigation by gravity combined with power support.
This Decree takes effect from January 1, 2013.
