844 agencies use text software

In 2018, all levels, sectors and localities in the province continued to promote the application of IT in leadership, direction, operation and management activities.

In particular, the Department of Information and Communications has advised on the construction and implementation of a document management and operation system on the VNPT IOffice network environment at 844 agencies. Specifically, 22 provincial departments, branches and sectors; 21 districts, cities and towns; 480 communes; 87 high schools; 234 public service units under the departments and district-level People's Committees.

The total number of documents sent and received between levels, sectors, agencies and units, accumulated up to the present time, is nearly 2.7 million documents. This is an important solution to serve the leadership, direction and management work quickly and promptly in State agencies and public service units.

The online meeting system was deployed to connect 24 points at the Provincial Party Committee, Provincial People's Committee, Department of Information and Communications, Tax Department and districts, cities and towns in the province.

Management of post, telecommunications, radio frequencies, information, press and publishing is more systematic and effective.

At the conference, through discussion, delegates also raised many difficulties. Specifically in the application of IT, in addition to the limited awareness and action in some agencies, units and localities, the funding issue also hinders the development and application of IT in current leadership, direction, operation and management activities at all levels.

The plan to bury and renovate telecommunication cable networks is still difficult; the regulations and licensing of BTS station construction are not serious; the inspection of publishing, printing and distribution units is still limited.

Although the grassroots broadcasting system plays an important role in propagating the Party and State's policies and guidelines and serving the leadership and direction of all levels, especially in difficult areas, borders, and special regions, it has now degraded and has not been upgraded in a timely manner.

Moving towards eliminating paper documents at meetings

Emphasizing that information and communication is a difficult, sensitive and complicated field; at the same time clarifying the tasks directed by the Provincial People's Committee in 2019 as the year of administrative reform and building Nghe An into an IT center according to Resolution No. 26 of the Politburo; Vice Chairman of the Provincial People's Committee Le Ngoc Hoa suggested that the Information and Communication sector needs to have a strong breakthrough, first of all, it needs to be a pioneer in implementing the province's IT application project.

“When IT is strongly applied in management and administration, especially in the implementation of public services, it will create transparency, fairness and objectivity in serving people and businesses of State agencies; at the same time, improve the management efficiency of State agencies in their political tasks and staff and civil servants” – Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized.

The Vice Chairman of the Provincial People's Committee requested the Department of Information and Communications to coordinate with agencies and units to apply IT to transfer documents and papers; strive to eliminate paper documents at Provincial People's Committee meetings and online meetings of departments, branches and district levels by the end of the first quarter of 2019.

At the same time, the Department also needs to continue to improve the management of post, telecommunications, radio frequencies; information management, press, media management, printing and publishing...

On this occasion, the Department of Information and Communications awarded Certificates of Merit to 5 collectives and 6 individuals with outstanding achievements in State management and development of the Information and Communications sector in 2018; 3 units were awarded Certificates of Merit for outstanding achievements in radio and television activities in 2018.
