On the morning of December 16, in Hanoi, Deputy Prime Minister Nguyen Xuan Phuc, Chairman of the National Traffic Safety Committee, and leaders of ministries and sectors attended the launching ceremony of the peak campaign to ensure traffic safety during the 2013 New Year and the Quy Ty Lunar New Year.

On behalf of the Government and the National Traffic Safety Committee, the Deputy Prime Minister requested the Ministry of Public Security, the Ministry of Transport, ministries, branches, organizations and People's Committees of provinces and centrally-run cities to direct the implementation of drastic, regular and continuous measures during the peak period of activities to ensure traffic order and safety during the New Year, the Lunar New Year and the 2013 Spring Festival season.

In particular, it is important to continue to strengthen propaganda and education activities on traffic safety laws to increase people's awareness and compliance with the law when participating in traffic. Raise awareness and responsibility of transport enterprises and vehicle owners in ensuring traffic safety, especially the sense of responsibility and compliance with traffic rules of passenger car drivers and drivers of other means of transport.

Strengthen patrolling, controlling and strictly handling violations, especially violations that cause traffic accidents such as driving on the wrong side of the road or lane; speeding; carrying more passengers than the prescribed number; stopping, parking, picking up and dropping off passengers in violation of regulations; using expired vehicles; motorcyclists not wearing helmets; drivers using alcohol or beer above the permitted alcohol concentration.

The police sector mobilizes maximum forces, means, equipment and applies necessary measures to detect and strictly punish violations, especially drivers of passenger vehicles and container trucks.

Resolutely restore order in the management and use of roads and sidewalks in urban areas and traffic safety corridors. Review and reorganize traffic, divide lanes and flows reasonably.

In addition, develop a plan to mobilize all types of passenger transport vehicles to meet the increasing travel needs of the people, especially on the North-South route; step up inspection and examination activities of the functional forces' compliance with state management regulations on traffic safety and order, resolutely and strictly handle individuals and organizations that violate; renovate traffic infrastructure; review the sign system; strictly implement measures to ensure traffic safety at traffic construction projects under construction, restore road surfaces to ensure safety for people and vehicles during Tet; do not let traffic jams occur due to construction; all of us, when participating in traffic, need to be aware and responsible for protecting our lives, our families' lives and those of others.

From December 16, 2012 to March 15, 2013, a general inspection of passenger cars and motorbikes will be carried out.

Based on the specific situation of each route, area, and locality, mobilize and arrange forces to handle violations according to thematic areas, focusing on handling violations such as: speeding; overloading; exceeding the prescribed number of people; driving in the wrong lane; avoiding and overtaking incorrectly; picking up and dropping off passengers in the wrong place; driving beyond the prescribed time; people sitting on motorbikes and mopeds not wearing helmets; students who are underage or do not have a driving license driving motorbikes and mopeds, etc.

Particularly in Hanoi and Ho Chi Minh City, it is necessary to strictly handle acts that disrupt urban traffic order and cause traffic jams such as: running red lights, driving vehicles in the opposite direction or entering prohibited areas, stopping and parking in violation of regulations, violating regulations on road passenger transport...
