(Baonghean.vn) - On November 16, 2015, Nghe An Provincial People's Committee issued an Official Dispatch on launching a peak period to collect weapons, explosives, and supporting tools before, during, and after the Lunar New Year 2016.The content of the telegram is as follows:

Dear:

- Provincial departments, branches, sectors and organizations;

- People's Committees of districts, cities and towns.

In recent times, the management, use and recovery of weapons, explosives and supporting tools have been directed, deployed and implemented by Party committees, authorities at all levels and by functional departments, agencies and branches, thus achieving many important results. In 2015, the whole province mobilized and recovered 27 military guns, 181 sports guns, 532 hunting guns, 641 homemade guns, 10 bombs, 28 grenades, 1,382 bullets of various types, 40 mortar shells; 76.35 kg of explosives; 169.4 kg of fireworks; 140 detonators; 217.2 meters of fuse, 55 supporting tools; 1,219 rudimentary weapons; 5,575 dangerous toys were banned... The above results have limited the causes and conditions for criminals to take advantage of their activities, contributing to ensuring security and order in the province. However, through monitoring, the management of weapons, explosives, and supporting tools still has many loopholes and shortcomings; the situation of weapons, explosives, and supporting tools floating around in society is still widespread; there is a potential risk that criminals will take advantage of these activities to commit crimes with a tendency to become more complicated and increase.

To focus on directing the effective implementation of the management and recovery of weapons, explosives, and supporting public services in the province, especially before, during, and after the Lunar New Year 2016, the Provincial People's Committee requests:

1. Provincial departments, branches, sectors, unions, People's Committees of districts, cities and towns

- Continue to thoroughly grasp and seriously and effectively implement the directive documents of the Party, State, Provincial Party Committee, Provincial People's Committee on the management and use of weapons, explosives, and supporting tools, focusing on: Ordinance No. 16/2011/UBTVQH12 dated June 30, 2011 of the National Assembly Standing Committee on the management and use of weapons, explosives, and supporting tools; Directive No. 406/CT-TTg dated August 8, 1994 of the Prime Minister on the ban on the production, trade, and burning of firecrackers; Directive No. 902/CT-TTg dated June 25, 2009 of the Prime Minister on "Strengthening the management of weapons, explosives, supporting tools, firecrackers, and prohibited dangerous toys, ensuring security and order in the new situation"; Decree No. 36/2009/ND-CP dated April 15, 2010 of the Government on the management and use of fireworks; Directive No. 13/CT-UBND-NC dated April 6, 2010; Plan No. 396/KH-UBND dated August 1, 2012 of the Provincial People's Committee on general inspection and recovery of weapons, explosives, and support tools; Plan No. 455/KH-UBND-NC dated September 7, 2015 of the Provincial People's Committee on preventing, combating and combating acts of smuggling, production, trading, storing and illegally using fireworks before, during and after the Lunar New Year 2016. At the same time, proactively summarize and evaluate the situation and results of implementing Decree No. 16/2011/UBTVQH12 dated June 30, 2011 of the National Assembly Standing Committee, period 2011 - 2015.

- Strengthen propaganda and mobilization of cadres and people to strictly implement the provisions of the law on the management and use of weapons, explosives and supporting tools; in which, focus on propaganda, mobilization and requesting cadres, people and members to sign a commitment to strictly implement the provisions of the law on the management of weapons, explosives and supporting tools; voluntarily hand over illegally stored weapons, explosives and supporting tools, especially bombs, mines, guns of unknown origin, homemade guns, hunting guns; contribute to minimizing the situation of weapons, explosives and supporting tools illegally circulating in society.

2. Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper and local and central news agencies and newspapers residing in Nghe AnIncrease the time for propaganda, raise awareness for all classes of people about the management of weapons, explosives, supporting tools and legal sanctions for violations of the law. At the same time, build reports reflecting the outstanding activities of functional forces in preventing and combating violations of the law on weapons, explosives, supporting tools.

3. Department of Education and TrainingDirecting the promotion of propaganda and education on prevention and combat of violations of the law on weapons, explosives, and supporting tools at schools and other educational institutions in the area; proactively coordinating with the police force and local authorities to organize students to sign a commitment not to violate regulations on the management of weapons, explosives, and supporting tools.

4. Provincial Police, Provincial Military Command, Department of Industry and Trade according to functions

- Direct functional units to do a good job of grasping the situation, proactively detecting and arresting subjects who illegally manufacture, transport, trade, store, and use weapons, explosives, and support tools, and strictly handle them according to the provisions of law.

- Focus on directing the correction of loopholes and shortcomings in the State management of weapons, explosives and supporting tools. Launch a general inspection of the management and use of weapons, explosives and supporting tools at relevant agencies and units; proactively detect and handle violations, especially acts of losing, lending or lending weapons, explosives and supporting tools in violation of the law.

5. Provincial Border Guard Command, Provincial Customs Department according to functionsStrengthen coordination between local authorities to strictly control land borders, sea borders, border gates and seaports to prevent and stop weapons, explosives and support tools from being smuggled from abroad into the province through the border and sea routes.

6. Proposal to the Provincial People's Procuracy and Provincial People's CourtCoordinate with the Provincial Police to agree to bring a number of typical cases related to weapons, explosives, and supporting tools for mobile trials; serve the work of education, deterrence, and crime prevention.

7. Proposal to the Provincial Fatherland Front Committeeand member organizations focus on propagating and mobilizing people to voluntarily hand over weapons, explosives, and support tools that are still illegally circulating among the people, in conjunction with launching a mass movement to protect national security.

8. Assign the Provincial Police to preside over and coordinate with the Provincial People's Committee OfficeRegularly monitor, inspect, urge, and summarize reports on the implementation results of the Official Dispatch. Advise the Provincial People's Committee to reward collectives and individuals who perform well and achieve high results; criticize collectives and individuals who perform ineffectively and irresponsibly and consider the 2016 emulation titles of relevant units, localities and individuals.

Request relevant provincial departments, branches, sectors, and organizations; People's Committees of districts, cities, and towns to seriously implement this Official Dispatch. Implement the monthly reporting regime and report the summary of the implementation of the peak period to the provincial people's committee (through the provincial police) before March 1, 2015 to synthesize and report to the Central and Provincial Party Committee according to regulations.
