PV:As the only provincial-level hospital for examination, treatment, and rehabilitation in Nghe An with a scale of 200 inpatient beds; specifically, what types of diseases does the hospital examine and treat, madam?

Ms. Thai Thi Xuan:Nghe An Rehabilitation Hospital is a facility for medical examination, treatment, rehabilitation and organization of convalescence for patients and other subjects in need. Medical examination, treatment, rehabilitation in the forms of inpatient, outpatient, daytime rehabilitation and organization of convalescence, human resource training, scientific research, guidance on rehabilitation and community-based rehabilitation; disease prevention, health education and communication; counseling for patients and their families on rehabilitation, psychology, education, career guidance, creating opportunities for patients to be independent in life, reintegrate into the community, regulations are implemented by the hospital according to regulations, economic management, international cooperation... The hospital also increases the application of non-drug treatment methods in combination with other treatment methods to improve treatment effectiveness, contribute to patient care, ensure the rights to examination, treatment and rehabilitation for the people.

The hospital currently has 9 departments, specialized and functional rooms including the Department of Emergency Examination, Department of Physical Therapy and Rehabilitation, Department of Geriatric Diseases, Department of Pharmacy, Department of Nutrition... In 2016, the hospital served and treated nearly 6,000 patients in and outside the province, the bed occupancy rate increased from 81% (in 2015) to 109%; developed 12 new techniques such as hydrotherapy, intravascular laser, shock wave therapy, X-ray, 18-parameter hematology machine, laser acupuncture, drug bundle, pain relief microcurrent, drug electrolysis, moxibustion, cupping, 3D diagnostic color ultrasound machine. Also in 2016, the unit successfully implemented the software for medical examination and treatment management and health insurance payment, and was awarded a Certificate of Merit by the Department of Health and VNPT Group. The Hospital was awarded a Certificate of Merit by the Ministry of Health for its outstanding achievements in rehabilitation work in 2015 - 2016.

PV:It is known that in 2017, the Hospital had many changes: It was the first year that the Hospital implemented complete autonomy in regular expenditures, and it was also the year that the Hospital applied ISO standards in hospital quality management. To complete the above goals, what solutions did the Hospital focus on, Madam?

Ms. Thai Thi Xuan:At the end of December 2016, the inspection team of the Department of Health had a meeting with the Hospital to evaluate the quality of examination and treatment in 2016. Result: The Hospital achieved 3.24 points - the highest in the public hospital system in Nghe An, including 2 criteria reaching the highest level (5.5). This result not only affirms the quality of examination and treatment of the hospital but also serves as a solid stepping stone for the hospital to move towards complete autonomy, applying ISO standards in 2017.

The hospital has developed a development plan from 2017 - 2019 and the following years. Firstly, expanding departments: functional departments and specialized departments (13 specialized departments and 6 functional departments); Secondly, developing human resources by creating conditions for doctors, nurses, caregivers... to receive specialized training in rehabilitation, politics, state management, nursing management, especially information technology to apply information technology to hospital management...

In particular, investing in expanding infrastructure development; the hospital is currently completing a waste treatment system worth nearly 30 billion VND, which will be put into use in March 2017; building 2 more 4-storey buildings and 2-storey and 3-storey buildings. The high-rise buildings will be interconnected, using elevators, fully equipped with closed facilities for departments, offices and patients... In addition, patients are also provided with free daily necessities, each ward has a nurse to serve. All are aimed at the goal: For patient satisfaction!

PV:Is the application of ISO standards in hospital quality management a stepping stone for the Hospital to quickly complete the first "Hospital - Hotel" model in Nghe An?

Ms. Thai Thi Xuan:That's right. Along with the development of society and the increasing demand for quality medical examination and treatment and rehabilitation. With the desire: Bringing patients a new type of medical service "modern - convenient - high quality" with the lowest cost.

Along with the human factor, the investment in synchronous and spacious infrastructure following the "Hospital - Hotel" model as well as the system of modern and advanced equipment applied to examination and treatment has contributed to maximally supporting the operations of doctors, nurses and technicians in the process of performing rehabilitation techniques and procedures as well as improving the ability to detect early risks from patients.
